It does push Jace's Phantasm into a more playable realm: now it will be active with either this or the mill counter plus either of the big mill 2 mana effects.
I just don't understand, why pillfered plans can't be an instant, while they had no problems printing Sphinx Revelation (which now really makes standard stupid).
Because Sphinx is a big, costly spell, and you need at least 6 mana to make it better than a 3 mana spell? Plus, they've moved away from instant speed card advantage for a while in cheap slots.
Seriously, no one was so annoyed by Blue Sun's Zenith, Sphinx's Revelation's power is more of a meta thing.

But the card is basically a sorcery speed Thought Scour that costs 1B more to draw an extra card, or a Divination that can net some value in milling you for the extra mana. This does not appear good. Maybe in a deck dedicated to Obzedat's Aid/Unburial Rites in Esper colors. It remains to be seen if that's even a thing.
Solar Flare showed up not all that long ago, but the Forbidden Alchemys it runs are a better fit. Once all the flashback spells and Snapcaster Mages rotate however, there's likely no reason to run Divination over this should you want a 3 mana draw 2 at sorcery speed. If you're also using Psychic Strike as your 3 mana counterspell, you gain some advantage in the long game control mirror.

It makes your Tormented Soul or Invisible Stalker into a 2 mana ramper each turn :S... in fact, you can play:
T1. Swamp + Tormented Soul
T2. Island + Hidden Strings, untap your two lands, then another thing you want, attack and then you untap your two lands again...
If that's not broken for a common... ahem... for a card; I'm not sure what it is then.
That's a rather specific combination of cards that doesn't actually ramp you into bigger things. It might be playable in a deck that's all cmc 1-2 cards, but seems like a risky strat that is rather card intense and relatively fragile.
It refreshes at the beginning of each of your phases (Unkeep/Main Phase/Combat Phase/Main Phase 2/End Phase)
Since the m10 rules changes, mana empties at the end of each step as well as each phase, you can no longer float mana from your upkeep into your draw step, etc...
That, and you know what they say. If Wizards started shipping $100 bills in boosters tomorrow, people would scream and cry and whine that they were folded the wrong way.

Instant speed draw is a dangerous thing and leads to a lot more draw-go control styled decks in formats which many players do not find enjoyable to play against. There's a reason why the only instant speed draw these days are either cantrips (Think Twice, Thought Scour) or expensive before they draw enough cards to be worthwhile (Sphinx's Revelation isn't really playable for less than 5 mana and it doesn't really start becoming actively good until closer to the 7ish mana range). WotC doesn't like to have decks that sit around either countering everything or just drawing a bunch of extra cards per turn for cheap in modern day Magic.
Am I the only one that thinks Pro Green AND Forestwalk is almost redundant? I see WHY it's there, but it just sounds silly to me.
Protection for blocking, forestwalk for attacking.
These are some really nice stuff. A flying Rootwalla is awesome, the Weird is another good defensive Izzet creature that can switch over to offense. Hidden Strings is a pretty interesting Cipher spell, and thankfully cheap too. Tithe Drinker is obviously amazing in Extort (and another WB Vampire, which makes me happy).
Well, it's clear that I've never had experience with the mana pool too much. When does your mana pool get refreshed? Isn't it and EOT?

They KNOW exactly what to do with Dimir besides mill. However the things u/b does is "unfun" to some (meaning bad) players so they just don't print such things.
I love how WotC says that certain players like *so and so* kind of card(big cheap anti control creatures, boring combat, umm... more OP aggro creatures?) so we print it and newbs will rejoice. But then us veteran players who love other certain kinds of effects (counters, instant speed card draw, instant speed creature kill, land D, 2-3 card combos) get the whole "It is unfun" response. If you are going to cater to one demographic, you should cater to everyone. I hate their bias towards new players these days. I understand that this is the player base that will keep the game going into the future, but it shouldn't be at the expense of the people who have been playing for 15+ years.

Now the cards I'm really excited about are:
Crypt Incursion- Instant speed graveyard interaction that gains me life?! Hell yeah!! Imagine your Reanimator opponent EOT casting Grisly Salvage binning a Resto Angel, a Loltroll, a Thragtusk, and an AoS. I'll exile those and gain 12! No more having to play crappy enchantments in my Control deck.
I can also see this against Aggro decks after you wrathed away 4 or 5 dudes on turn 4. On turn 5, hold up that Warped Physique to pick off their Hellrider, then cast this and gain 12-15 life! GGs against ALL aggro decks. I'm thinking that in Esper Control, swapping out a couple Azorius Charms/counters for actual kill cards will be the new norm. And the deck already runs Nephalia Drownyard and Jace 5, so an early Drownyard mill could mean an additional 9 life, and a Jace -0 could easily mean 15+ life. I'm probably too excited for this simple common!
And then we have Hidden Strings, which seems to be a very cool card with multiple avenues for use. Seems like a very fun card in the right deck. Probably going to see a decent amount of play in Block and maybe even fringe play in standard in Bant Hexproof. Also, seeing this card ramp out an early combat phase Sphinx's Rev won't be out of the ordinary. On turn 4 you have a Stalker plus this on him, attack, floating 2 mana, then untapping 2 lands and casting Rev for 3 doesn't seem too bad on turn 4. Squeezing Sphinx's Rev into Bant Hexproof could be possible.
Woodlot Crawler seems like he'll see some definite play. Stops Thragtusk in his tracks, blocks half of GR Aggro and Naya Blitz. He's also going to be really strong against Bant Control decks. Blocks most of their threats early, and can change gears to attacking through their field in the mid-late game. Doesn't even have to worry about being blocked by angels!
Now Tithe Drinker, while simple and obvious, is a very well designed creature. I can see him really doing well in limited and maybe seeing some constructed play.
The rest of these all seem fun and will see play in at least 1 format.
I actually foresee an Esper Midrange/Aggro deck being built now with all the good creatures that are coming out in this set. Deputy of Aquittals, Council of the Absolute, Blood Baron, Lavinia, Notion Theif, Aetherling, and Sin Collector all seem powerful. Mix to taste with Resto Angels, counterspells, kill spells, and you've got a deck.
It is kind of weird how I haven't felt very excited about this set. Before today, maybe 4 cards(other than shocks) had me really wanting to open packs. It is kind of funny to me that a few of commons and uncommons have changed that significantly. And I don't even really play limited much!
Fluxcharger is the best of the bunch, IMO. Yes, the other ones are good, but the ability to give him double strike with Boros Charm is just that appealing. The "American Airforce" deck that I saw here recently might just like this guy. And so might the RWU control and so on... IDK, we'll see.

Slightly disappointed with this one, since I was really hoping for a fun 2UR instant or sorcery, but probably a good thing for Limited. Could also be fun for the inevitable Weird Science deck that makes use of all the Izzet cards that trigger on spell cast.

The one thing I dislike about that forestwalking pro-green thing is that it's an insect.
