Not quite. "Cast" is the term for playing a spell. "Play" is the overarching term for playing a card (spell or land). Casting a card is the same as playing a card, but playing a card isn't always casting a card (if it's a land).
I was talking in the context of spells. Cast=Payed Mana waiting to resolve
Played=Resolved. However, it normally goes C->P, but some cards go straight to P. (I know you already know this, just clarifying my statement.

No. In terms of spells, "play" is nothing more than the old terminology for "cast." Compare the original printed text of Gelectrode to the Duel Deck version.
The only use that "play" still sees is with lands and effects that are nonspecific with regards to card type.
Funny thing is the fact that this guy and teleportal = ouchies. Infact, dyna charge his ass in the same turn and thats 10 to the face, unblockable. Doable by turn 4 too.
He can do more than that. Go RUG:
T1: Arbor Elf
T2: Big Daddy
T3: Mizzium Skin (now's their last chance to kill it), Artful Dodge, Armed (+1/+1 and double strike fuse card).
Attack for 22 unblockable hexproof damage.
As someone mentioned... RUG funsies with Wild Defiance. Artful Dodge, Simic Charm etc. If only that stupid Goblin Random Coin Flipper didn't get printed... would go Izzet again for Pre release.

To the people that say that a card needs to be a higher rarity because of Limited... I hate you guys so much. I present to you with this.
I'm not completely sold on this guy even in limited. Granted, he's a solid defender, but I don't see him attacking for 4 all that often given Izzet's card pool. I could be wrong, but most of the Izzet spells are defensive in nature, allowing you to cast them on the opponents turn. I admit I didn't draft much Izzet though in RTR.
Well, there's this card called Teleportal, and it turns out that it made aggro Izzet a playable strategy because it could win out of nowhere on a stalled board (which it could accomplish easily enough if you drafted enough Frostburn Weirds) if it didn't get there in the early game. This guy fits in pretty well because he is good at stopping faster aggro strategies early, and when you bust off your finisher spell he turns into a massive beat stick. All in all, very good.

Unfortunately, getting Teleportal at the prerelease is going to be a crapshoot.
If I could guarantee one, I'd definitely be going Izzet.
Decent card and will definitely fill some gaps. May even help influence some deck designs along the same lines as Chandra's Spitfire formerly found it's way into a few decks. Definitely easier to buff the cyclops!
so is ur aggro going to be possible now? This guy hits like an absolute truck, though HAVING to play a spell to hit is a notable drawback.
I don't think it matters though, between snapcaster and izzet having good spells in general this guy should basically be online every turn. Especially as long as flashback is still in standard.
Also ur nivmagus in modern has the 3rd kiln fiend/ magus.

Many thanks to DNC at Heroes of the Plane Studios

Only once.
Nice find! How cool, just like how Rot Farm Skeleton is the guy killed in Putrefy.
There is buried treasure everywhere...in a graveyard.

In kitchen table magic, with defiance and artful dodge, hunter's insight would be fun with him. Def a card i will be building around for standard

I was just talking about that with someone. Def great. Tracker's instincts filters and buffs now lol- though there may be different better options now
I believe it's close to 25% if you get an Izzet guild pack. That's only one coly, though.
