I actually really like this card. I can't see any way it is constructed viable at all, but I like it in sealed where you can probably anticipate games to go 10 turns. You don't have to attack with the tokens, and you probably SHOULDN'T either at least for the first few turns. It craps out chump blockers at first, and then just overwhelms your opponent.
At the very least, it should be a fun card to have on your side of the table.
I think that it's an Enchantment is probably good enough in that regard.
I've tried make decks built round enchantments this standard season, you'd be surprized at the amount of ray of revelation/golgari charm/detension spheres there are.

Wow. REALLY disappointed in this card at this cost. And that's from the perspective of someone who plays EDH almost exclusively and is in the process of building a very Borosy deck.
What this needed to be playable was to generate increasing amounts of 1/1 Soldiers, sure...but give Haste to all creatures you control, to be at its worst a Fervor.
Honestly, I find this card worse than In the Web of War, and that's saying something. At least that card does one thing well, enable rushes of tokens. This card sits there and doesn't need to be answered until at least 3 or 4 turns later unless you've got a persistent pump effect on board (which is what needs to be answered instead).
Wizards, is this all you can muster?
Edit: I guess it combos with Skullclamp. It does ONE thing well. Hypothetical controlly RW decks could use it.

In the instance where you can babysit this card, you're probably playing a durdly blue control deck with this as one of its attritiony win-cons and proliferating the hell out of it. It's not a good card in an aggro or tokens deck (which will play good aggro or token cards instead).

I have ideas for this, but I'm not sure they'd be playable. Boros Control could find it an extremely useful finisher... but didn't they just get the new Gideon for that role? Oh, right. They'll need more help than just these cards to work well.
RWU Control maybe, or Naya. We'll see, but it won't be potent in Standard unless the format slows down a lot.
Why do most of these cards seem like we need people to fight for as being good? Something like abrupt decay or deathrite shaman are easy to see that they are great. Where are those kind of cards in this set?
Hopefully being phased out so we can see the power level of cards starting to settle back into something resembling sanity.

If you can stick a potentially dangerous enchantment for 3-4 turns minimum (as you'd need to do to get value out of this), then why don't you run something that is actually a threat?
True Conviction, Warstorm Surge, Cathars' Crusade, In the Web of War are all enchantments for 5-6 mana that combo with any token card to provide actual pressure. This card is a one-card combo 5 turns later. You're better off with the two-card combo that wins now.
When you're trying to threaten control, you want to force a board wipe already on what was an empty board. If you have mass haste, you can get serious damage in whether or not the board wipe comes.

It is a huge bomb in limited, but it is not even close to Pack Rat. Pack Rat is 2 CMC and started activating on turn 3. It's near impossible to race and near impossible to interact with on turn 2.
If you cast this on turn 5, you still only have a single 1/1 on turn 6, and 3 1/1s on turn 7. It is much easier to race that, especially considering on curve it comes down 3 turns later.

This is significantly more viable than some of you assume - but perhaps not in Standard.
There is a R/W lockdown deck in Modern. Not a powerful deck yet but has a lot of potential to hate everything out. Uses Ensnaring Bridge, Ghostly Prison, Chalice of the Void and stuff like that. We were having problems because Ensnaring Bridge is a little too vulnerable and because we didn't really have a way to finish the match. Now we see Boros Charm and now a potential finisher as well.
This card is going to win games in constructed. I can't promise you that the deck will ever be a top deck but I guarantee it will be played and it will win games for R/W lockdown. And if it were more aggressively costed then it would probably be too good.
Cool card, and the effect is legitimately good, but there's no way this is constructed viable. There are just too many situations where this card would be absolutely horrible.

Take Assemble the Legion and replace it with either Increasing Devotion or Conqueror's Pledge:
Turn Zero: 10 11/11 creatures or 12 13/13 creatures
If you have any mass haste effect, and you should (Anger, Urabrask the Hidden, Fervor, Hellraiser Goblin) then you are already doing massive damage.
You do not need to wait for a couple turns to allow your enemies to sweep.
