First one is very much relevant with Dreadbore and such (is a hard counter unlike izzet but much more limited so kind of even I would say)
The destroy is relevant with a certain 2 drop cleric who would love to be burned (but all in all the izzet has a little edge here since damage stacks now).
The BIGGEST thing going for the Dimir is it's final ability. In a Esper/UB control deck it fateseals them which is always nice. But what it can also do is dig for an answer for you OR set up a Miracle for you OR set up delver (who may just end up coming back as a UB deck now). This benefit is infinitely better than a Looting.

Mizzium Mortars, Dreadbore, Farseek and Pillar of Flame are also there. This card shouldn't be evaluated by the fact of how many sorceries it can counter.That mode is a nice gravy option. The third one is the best here.
The third mode is pretty weak. It can do stuff, but you would never run a 1 mana spell that did only that, while both other modes are playable 1 mana spells.
I'm laughing at the "this is a decent/mediocre card" posts. All three of this cards ability's are very very relevant for control. Kills some cards that can get out of hand (Champion of the parish) at least on the play, countering a sorcery is fantastic when it is relevant and the last ability is incredible. You can shut them down off land or flood them or deny a threat like Thragtusk best case scenario, you perma screw them off of the third ability. Worst case you hold a counter spell. I'll be running 3 in esper control and there is no way this won't see play =D

I don't know if I'd say that. Playing Delver without library manipulation is not a good prospect. Maybe an esper tempo deck but I don't see it containing Delver unless we see some common/uncommon cantrip with manipulation in the set.

Tell me how will this not see standard play?

its a conditional counter, its a conditional kill spell, print enough snapcaster hate and he won't see relevant play. its also an uncommon so...

I read your comment and almost puked. 1st ability is good. 2nd ability is good. 3rd ability is great. Do you not understand how good that is? You can freaking lock them out of good draws and remove threats at the same time!

Counters farseek I guess? Kills a mana elf? I'm pretty sure the third ability is just plain worse than Izzet Charm's loot, when you use it on yourself. You can hit the opponent too, but still... card disadvantage for just determining their next draw seems poor.
As for other formats, the only relevant sorceries I can think of are Ponders and Miracles. Help me out here. Is this card good?

Right now, all the charms except Rakdos charm has seen some standard play (and rakdos charm sees play in modern).
This card has three very relevent abilities for the current standard environment.
It counters - Dreadbore, Terminus, Bonfire, Lingering Souls, Farseek, Call of the Conclave, Unburial Rites, Rakdos Return, Mizzium Mortar. All of those spells are important cards to certain decks in standard.
It kills - All mana dorks, Every creature in mono red outside of hellrider, Thalia, huntmaster of the fells, mayor of avabruck, Silverblade paladin, deathrite shaman, etc.

I'm not sure what being an uncommon has to do with it - it's not like getting hold of playsets of uncommons is exactly difficult.
I think this is looking like at least playable, and depending on what decks spring up could prove really solid.

There is very high utility in the Dimir Charm, if I were to play Esper Flash or Control, I wouldn't run more than 1 or 2 main though.
