This card is insanely good. Against control it is ponder, against aggro it is removal, and in many situations it is counterspell. Prepare to play against this one a lot.
I kinda feel like this is almost the same as Izzet Charm. Spell Pierce is slightly better than Envelop but serve similiar roles, Shock seems on par with kill power 2 or less and fills a similar role, loot and the third ability are nearly the same if you target yourself but with a little upside of being able to target the opponent with the Dimir Charm.
1st Mode - Slight edge to izzet charm
2nd mode - tie
3rd mode - slight edge to dimir charm

The third ability is the bomb. Target player? Even yourself? This is both fateseal and a card selection(miracle setup) card. It's like there are 4 abilities due to its versatility.

So, Dimir charm hits creatures at 2 or less, Searing Spear hits creatures for 3, and Simic Charm hits creatures at 5 or more... yeah, it looks like 4 is the magical number for toughness that dodges removal this standard

Seems decent in a Esper Reanimator/Solar Flare-esque deck too. Fights off early aggression, counters sorceries, and helps dump your creatures/unburial into the yard and keep your live draws on top.
I'm not really a fan of the 3rd ability, but I like the first 2. I think the 3rd ability is only good in 2 situations:
1) you really need to dig for something. This will let you get it faster and maybe even if you're lucky set a terminus up on top.
2) It's late game and you want to flood your opponent. This will effectively make them down a card sort of like how JTMS does to people with his +2.
Either way you're down a card, but have card quality advantage. Not a bargain for UB, but at least it's something when the other options aren't useable.

Sorry, but I fail to see how this is in any way better than Izzet Charm.
At least the artwork is cool.
First one is very much relevant with Dreadbore and such (is a hard counter unlike izzet but much more limited so kind of even I would say)
The destroy is relevant with a certain 2 drop cleric who would love to be burned (but all in all the izzet has a little edge here since damage stacks now).
The BIGGEST thing going for the Dimir is it's final ability. In a Esper/UB control deck it fateseals them which is always nice. But what it can also do is dig for an answer for you OR set up a Miracle for you OR set up delver (who may just end up coming back as a UB deck now). This benefit is infinitely better than a Looting.

I expected it to be more in line with the other charms. This feels like a goof on the "oh lets pretend people dont know this guild exists" thing.

Guys I have a novel thought... there might be more playable sorceries in the rest of the set.
Also mizzium mortars get countered if that hasn't been mentioned.
Its a hard counter vs a Soft counter.
Compare to Negate to Manaleak, leak is better as a catch all, but late game negate is stronger.
A kill spell vs a burn spell.
Compare Doom Blade to Flames slash
Dimir can't kill power > 2, izzet can't kill toughness>2
Third abilities can't be compared.
