Out of the spoilers so far, this is one of the best, especially for slapping a cipher on to. Might get a few extra lands out of it. I remember Doorkeeper got some good reviews milling out threats.

I'm thinking some of his best use will be in an Esper midrange/control deck (likely in the sideboard) utilizing Azorius Charm. That would allow for the potential of permanently exiling a threat you recently sent to the top. A bit cute though. I do like that it has potential in U/B or Esper if there is enough synergy.
But if it GAINS Cipher, it now basically has this printed on it:

You can't encode a card with Cipher until you finish resolving it. Part of the resolution of Temporal Mastery is exiling it.
