Nightveil Specter2UB
Flying
Whenever Nightveil Specter deals combat damage to a player, look at that player's hand and choose an instant or sorcery card from it. You may cast that card without paying its mana cost. It gains cipher. 2/2
Noway sir is that card every going to get printed. That would be too good if playing against something other than red.
Cipher + anything that grants an extra turn = infinite.
Unless I'm missing something, you're suggesting that there is a card that gives you infinite turns. Not very likely to happen.

What you are about to read the absolute truth about the deck that once nearly killed WotC's revenue.

You're already playing something potentially awesome for free... And now you want to take control of your oppenent's card and possibly use it 5 more times for free?!
Temporal Mastery should exile itself before it can be encoded, right?
But if it GAINS Cipher, it now basically has this printed on it:
Cipher (Then you may exile this spell card encoded on a creature you control. Whenever that creature deals combat damage to a player, its controller may cast a copy of this card without paying its mana cost.)
What the card says you can do if I recall correctly...
i hope it is a playable spector... and they up the power level since hippie wasn't even strong enough to see play in 8th... and power levels have creeped considerably since then.
The orchov has more use for a specter i believe now.
Using a specter to terrorize people into submission is a great way to hold control over people and extort money from them.
The name just suggests that he does it at night.
K people back to orchov!
It's Orzhov, not Orchov.
And Specters in magic are creatures (undead-like) that destroy thoughts and damage the mind of it's victims (represented by discard effects in the game). It has nothing to do with fear (fear/intimidate is not the quality that defines a specter in magic). Erasing memories is easily the Dimir type of thing. And besides that Nightveil is confirmed to be a Dimir aligned location in Ravnica.
Just like what other people have said since the last time I came back into this thread.
You exile their Temporal Mastery. Since said Specter casts the card after dealing damage, you just decode it onto Invisible Stalker and start the chain. Also I would like to say that once this hypothetical situation has happened you would not take infinite turns but you would take all the turns lol.
Cipher + anything that grants an extra turn = infinite.
Or the fun combos of "destroy the board every turn" or "destroy target creature" every turn or "discard a card" every turn.. the fun would never stop.
So a hypothetical card will never see print because it has one interaction with a spell almost no one is using/if they are, is going to be casted when drawn and almost never kept in an opening hand? I love your amazing arguments here guys. And as for as repeatable discard and kill, black does those things and last time i checked dimir was half black. So we're probably getting a cipher card that does one of those things anyways jsyk.
But regardless of everything else, did you honestly say "destroy the board every turn"? Unless you manage to give the specter some indestructible goodness he's dying too and I'm pretty sure that means its not going to happen next turn.

But that argument is dumb since the odds of actually hitting a mastery in a hand is so long id be willing to bet you would win the lottery first. Even assuming this is an issue you balance it by the fact that half to two thirds of the times you are hit by this it will do nothing useful to begin with since it happens after combat. Is that a fog i see in hand? cool story, cipher does nothing. Same thing with something that gives anything like flying or unblockable. Or a counter spell. Or maybe there isnt a spell in hand at all
The other thing that makes this creature balanced is that its a 2/2 flyer. As it is its so balanced its actually almost unplayable TBH, your not always going to get value out of it even if it does connect and its so easy to remove its laughable.
The only situation this could be dangerous in is if it hits the board and sticks against a control deck. Even then though, if you are playing control and have no way to stop a 2/2 for 4 mana from hitting the board and sticking, i have some really bad news for you...

One day I will go infinate on a token combo then drop Scramble verse and watch as the trolling begins. That day will be a good day.

Hahaha I can't believe you call this hypothetical situation dumb. So I want to know how you plan on casting your Temporal Mastery that you had in your opening hand before this Specter hits? I'd hit the lottery first before someone would get a Temporal Mastery in their hand you sure have no idea how statistics work do you? I've seen countless games of people running Miracles were they have had Mastery in their opening hand. Don't say it couldn't happen because it does and happens more often than you might think.
Lastly I would like to add is that this made up card were making hypothetical situations out of will never exist. And the odds of it happening like the user who said it would cast the spell and give it Cipher are so slim that everyone would hit the lottery but you.
So a hypothetical card will never see print because it has one interaction with a spell almost no one is using/if they are, is going to be casted when drawn and almost never kept in an opening hand?
Our point is there shouldn't be the ability to make anything have Cipher.
I don't want to see Thunderous Wrath, Abrupt Decay, or any destroy land cards with Cipher. Or let's say, Increasing Devotion gets encoded on something. That would suck.

To be fair, there likely will be, but it will cost like 8CMC to get it to stick as it is. By that point, it deserves to be a finisher and would be. However it wouldn't be something that people would run more than 1-2 of in a deck.

We are just stating some hypothetical situations. But really if you had an awesome hand but had a Mastery in your hand you would mulligan that just because you had the mastery in your hand? No you wouldn't.
This is all in good fun buddy, because I will state right now that nothing will be able to grant the ability to give another card Cipher, why because there would be similar cards in the other guilds that grant other cards their keywords.
Here is my guess as to what the Nightveil Specter is going to be.
Nightveil Specter
2BU
Creature - Specter (duh lol)
Flying
Whenever Nightveil Specter deals combat damage to a player that player discards a card and you draw a card.
2/3
Not all specters have to be a 2/2, only 5 of the 8 Specters are 2/2 for 4. And the two BU Specters have been 2/3.

if you are keeping an opening hand with a temporal mastery in it you are probably doing it wrong anyways.
I see very little issue with chancing the 1 in a million cipher on a temporal mastery only because combo decks have been a thing for a while, if you are using the specter for the purpose OF hitting a temporal mastery the you are probably going to lose the game to begin with.

I was actually thinking that this would be one of the promos spoiled for the holidays. Guess I was wrong though. But now that we know the actual mechanic for Dimir, I don't really see it being on a creature. I'm guessing that this will have some sort of discard/exile ability on attack, hopefully more-so but who knows.

No that wasn't the point. Another user said if they had take extra turn spell in their hand it would be infinite. I just wanted to explain the possibility of it happening in standard.
Also I notice your signature states you wanted a infinite toke combo. It might be a lil clunky but a friend of mine did it back in original Ravnica standard. You could use Doubling Season and Parallel Lives now, with Sprout Swarm. You will need any 3 enchantments then bam infinite tokens.

No one blames you. Its abilities are hardly specter-like. Very strange.. and not what I was expecting to be sure.
No one would have been able to guess he did those things, he seems very good in the right deck. I kinda wanna make a 5 color deck to run shenanigans with him.
But on a serious note I did call the 2/3 part of him tho and everyone thought he was gonna be a 2/2.
