It sure does, but here's to it being Orzhov ( and my bias.)

The last few buy-a-box promos have been good. Hopefully random discard makes a return! Yeah B!
On second thought, it sounds like something along the lines of Shadowmage Infiltrator..? Maybe a combo of the typical Specter ability and unblockability or evasion?
The a spector seems to fit into orzhov more than dimir, but dimir could definitely have something like that. It could also be guildless, but I don't think they would do that.

When ~ Deals combat damage to a player, that player discards a card at random.
My guess. Maybe a bit good, but I think 3 mana for a 2/2 to only discard 1 card isn't good enough in today's game. a 1/1 for UB (hard to cast) that makes discard sounds a lot better in my opinion.

A bit? 2 mana and random. I'd reason it's a bit more than a bit too good.
Also that's hardly blue.

Check out the thread for my cube if you have the time, and tell me how terrible it is.
Generals meant to be drafted first in a single pack of 6 cards.
And here is the actual cube, meant to be drafted in 4 regular sized packs. (60 card decks)
If the store owner says that I can't trade in the premises, I'll just go outside. If he says that I can't trade within 10m of his premises, I'll go to 11 meters. If he says that he doesn't want to see me trading, I will put a basket over his head and continue trading.
Yes, he's a local legend. He's only known to take his clothes off before he goes into the Ladies' Lockerroom. Nobody knows what he does in there because he's invisible, but it's almost certainly tons of masturbating.

I just want people who redraft to admit this:
"I can't draft objectively unless I am able to guarantee that I receive at least 3 rares. I am also better than most average/new players so I want to make sure that I get the best rares and they end up with worse ones. I care more about the monetary value of cards than actually playing the game for decent prizes."
If it's anything to go by, RTR's buy-a-box promotional card was Supreme Verdict. If the guys up there want to continue the trend set by one card for one expansion, it's a potent multicolored card.
When I first saw the name I thought Orzhov, and now that I think of naming conventions I am starting to think Dimir. Mainly for what veiled has been in the past (phasing, unblockable, shroud, etc...) which were very much blue. I then remember that we have a veil in M13 Veilborn Ghoul. This may be a graveyard manipulator flyer which may be guild associated, but could be simply mono-black. Well, that's my 2 cents. Cool name, but can't pass judgement till I know what it does.

Most specters have the opponent discard cards, so If I had to pick a guild, I'd say Dimir.
So I'd say 90% chance of being monoblack.

Also we have Shimian Specter right now for "extraction."
All of those have the other color(s) clear from the name.

I'd agree with you normally, but this is a multicolour block, so I'm banking on it being multicolour.

"Veil" implies being hidden or obscured, though, which is very much Dimir.

Nowadays you dont need a good reason to have good creatures in blue.
Black and blue are both good at flying, having both in the CC pulls it down. Think WatchWolf or Wooly Thoctar
Black is not good at Flying. It's in the middle of the pack, really (and that's discounting the "Dragon bonus" in Red).

Maybe that's reading too much into it, though.
Whenever SpecterName deals combate damage to a player, that player discard a card.
