I've got 3 stores in my area, each of them got 4 Arsenal's. Two of the stores are selling these for $80, with a raffle to determine who has the chance to buy them. The third store set up preorders for $400, first come first serve. Just wanted to throw out a couple of examples of how stores are getting it done here.
The more time goes by, the more I'm thinking this is going to turn into a disaster.

OF COURSE stores are going to charge 400$ a pop...they know someone out there will spend that kind of cash for a bunch of cards that aren't even worth that much in their original printing.
Wow...let's promote a multiplayer, casual format by...making it impossible to attain for the casual gamer.
My LGS just confirmed that I will be getting two at MSRP. I was the first one to ask about the product and hence was the first person on the pre-order list. The guy that was second came in the store a couple of weeks ago and said he would not have the money to buy his, so I traded him a few cards to get his "spot" on the list. The owner of the store has decided to sell all products at MSRP. He he would rather keep his loyal customers happy than make a few extra bucks. "Long term stability VS. short term gains" as he put it.
So uh, has the new art for Mind's Eye been spoiled yet? I asked MaRo on his tumblr on why Mark Gottlieb didn't show the new art, and he said it's because article writers seldomly get to choose what gets posted in their articles. I'm dying to know what it looks like.
Apparently my LGS owner is thinking about hosting a tournament with a $20 entry fee where the winners (I guess 1st and 2nd place?) get a Commander's Arsenal set as a prize.
I guess that sounds like the most fair way to do it.
For the record, I'm a casual player, and I'm having no trouble getting it.
Will people please stop assuming "casual" means "pauper?" It means non-competitive. It has nothing to do with what someone is able or prepared to spend on their decks.

Why do people insist upon throwing around these ridiculous $400 figures? The set costs $75, and anyone who pays attention to this forum and isn't lazy had absolutely no trouble finding it for that price unless there is literally 0-1 LGS within a 20 mile radius of them.

Untrue. Many LGSes didn't take preorders, and if they did, it was for multiples of MSRP.
I hope this "limited availability" does not behave the same for modern masteries next year.

If they are having a PT based off of limited modern masters there will be a whole lot of it floating around. Their goal is to increase the cards in the market to get people into modern and not stifle it. EDH however isn't effected either way with this product, it just releases some interesting stuff that the people who collect the foils will more than likely pick up.

That, and for it to achieve it's purpose- to make the Modern format more accessible- it can't be as strictly limited as people are jumping to the conclusion it would be. For it to be successful, it has to hit a very particular sweet spot... it needs to ease the burden of getting into the format without entirely destroying collector value.

My LGS - who are exclusive in getting Commanders' Arsenal to all their stores in my part of the country - informed me today that they wouldn't be selling their C.A's, and that they'd be given away as random prizes in their tournaments. When I asked whether this meant commander tournaments (something they've never hosted) as this was a "Commander Product", they simply laughed and said that it wasn't a commander product.
I guess this means I'll have to buy the individual cards I want from e-bay. Meh.
Over a third of the cards inside are really only usable as commanders due to being oversized. And most of the other cards are only good in edh. Few of these cards see much use in the eternal formats.
My local LGS is offering pre-orders for three copies of the set at $229.99. The other stores that are within driving distance also only have 2-3 copies and are selling them for above msrp or "likely will" as I was told on the phone on a first come first serve basis. I suspect that those who will be able to pick them up for $75 will be the lucky few and that prices above that will be the norm.
