From the panel, it is confirmed that there are 4 planeswalkers (2 in gatecrash, 2 in rtr). Gideon is in gate with boros, and jace is in rtr (with izzet?)

I don't think Wizards will print a Planeswalker for every guild in this block, as there will be two Planeswalkers in Return, two Planeswalkers in Gatecrash, and X Planeswalkers in "Sinker." There's no way that'll add to ten 'Walkers.
And I think it's coincidental that we've had two blocks in a row with two large sets. I wouldn't say it's a permanent trend for at least another two blocks or until MaRo or some other officanado confirms it.

Coincidental is correct. This is, however, the best way to set up a block that needs 10 guilds. This way, sympathizers of the guilds that aren't getting printed until later in the block don't have to wait until May to get there guild. Imagine the fury if Izzet was printed that way.
If merfolk are jumping planes in theory, why wouldn't vampires follow suit? And Elves?

I don't mean to make this baseless speculation, seeing as some of the M13 cards in the set have a lot of vampire and merfolk and some elvish support... Not to mention a lot of soldier and goblin support.

"Sinker" is said to have all ten guilds in it.
They did it this way, so we could draft the five guilds separately, and in the final set, we would have experience with both, so we can make an interesting draft since the third set draft will include a pack from the previous two sets.

You are not alone in this. Especially since the lower set size was supposed to be the pendant of Mythic rarity. Larger sets mean more Mythics, and especially more tournament-needed Mythics if WotC goes on their merry way of turbo-charging a couple Mythics each set.
I don't think Gideon is going to be Boros or any other walker is going to be affiliated with a guild. Walkers in Scars weren't alligned with a faction because walkers are "supposed to feel alien to all worlds" or something like that. Hell Koth wasn't Mirran faction despite being Mirran.
I don't think any walker will be guild branded.
Also jace is the posterboy for mono-blue. He will only be mono-blue, just like Chandra will only be mono-red or Liliana mono-black.
I really doubt that Jace or Gideon will be anything but just blue and just white.
Unless it's a native Ravnican planeswalker, I really don't see why they'd want to step into that mess. If they do that, people will expect 10 planeswalkers, which seems like a hell of a lot of overkill, and if they only give half the guilds planeswalkers, people will ***** about that.
By keeping the planeswalkers involved a single color, it helps to reinforce the point that they are outsiders, drawn into all this Ravnican political drama, but not necessarily any part of it.

He might be Boros colors, I don't think many people care or think he would actually be branded with that guild symbol.

Based on the promo art, and comparing it to Gideon's promo art, I'd say Jace has aligned himself with Izzet. Whether or not that means he'll be U/R is up for debate (I think probably not), but I think it makes his chances of being U/W very unlikely.
I do not believe that Jace shall change his colors at any point soon, as he is practically the "poster boy" for blue, just as Chandra and Liliana are practically the "poster-girls" for red and black; however, I previously had thought that Sorin, who has been mono-black for centuries, would not change his color, but he did, so anything is possible at this point in the story.
As for Gideon, I have not read any stories that feature him, but he apparently has more in common with the Azorious than with the Boros, but I suppose that the very militaristic methods for the Boros and their duty of enforcing laws appeals to him very much, which may be why he appears in the same image as a Boros angel.
I have now read the Ravnica books, and I wonder: are there any angels in Ravnica who are part of the Selesnya or Azorius guilds, or are they all Boros (except for those who have changed their allegiance to the Orzhov)?

As for Jace. Thinking he can't be anything other than mono U is foolish. If Jace was to be let into the firemind, there is absolutely no reason to believe he cannot possibly be UR. Don't bring up Ral. Look at the current evidence. Besides, Jace's mind is like a child's compared to Niv's. Jace would very much be the apprentice in that relationship.
