Jace's Phantasm - the next undercosted blue mistake card, following the trend of Snapcaster, Delver, and Geist.
This will see play in legacy.
Other than that, I like the reprints: Duress, Sign in Blood, Ravenous Rats, Essence Scatter over Mana Leak. Looks very solid so far.
Don't forget Mana Leak :/
I seriously hate that card. Anyway, I don't think it will see much play in standard. Maybe a sideboard against reanimator decks, but so far there are better cards against reanimator. I was thinking it might see play against, well, delver. Seeing that Delver uses a lot of Ponder and Probe, even gutshot, your opponent will have a some cards in his/her graveyard.
Blue getting a most likely unplayable flier for U? Quell Horreur!
Fixed that for you. This card is pretty much just the second coming of visions of beyond, which has seen ~0 play in standard so far. It won't be big early enough in the game to have that much of an impact imo, unless you are playing cards specifically to mill your opp, which are strict card disadvantage (other than thought scour, which doesn't fill their gy fast enough anyway)

It's a half-Delver until it's turned on, then it's double a delver. It's arguably harder to get 10 cards in their graveyard, but it's still a crazy deal. Late game drop for Standard, but in every other format it will get big fast. I'd run two in a Tempo deck.
Everyone knows that good luck and good game are such insincere terms that any man who does not connect his right hook with the offender's jaw on the very utterance of such a phrase is no man I would consider as such.
It is strictly worse, which I can't fathom. They clearly want this sort of looting in red's color pie, but are unwilling to give it to them at reasonable costs. It's like claiming 'good creatures' are part of blue's color pie, when they get good creatures, but at much poorer costs.
Actually, you can draw a card with an empty hand with Rummaging Goblin, you cannot with Merfolk Looter. Rummaging Goblin may or may not be overcosted, but it's certainly not strictly worse than Merfolk Looter.

No you cannot. The discarding of a card is part of the cost and as such must be paid. If you cannot discard a card, you cannot use the ability.
In a standard environment without land-type duals (Revised and Ravnica duals), not really. But if we get either Rav reprints or possibly some new land-type duals (more likely, IMO), this card goes from being meh to awesome.

EDIT: Whoops. I think you confused the two. Causing me to confuse the two. I suck.
Modern - RUG Delver RUG - Splinter Twin UR - Jund BRG
Legacy - RUG Delver RUG - Maverick GW - SI BG
Foreigning out SI, currently 33/75. The only thing better than a T1 kill is doing it with cards no one has ever heard of and/or can't read. If anyone has any of the usual pieces, PM me. I'm willing to buy/trade.

Discard a card is part of the cost; it comes before the colon. You can't use the ability at all if you don't have a card to discard. So yes, it is strictly worse. Which would be fine if it wasn't overcosted as well. I would have really liked the parallel between 1R and 1U looters.
They really dropped the ball on Attended Knight. It should have been a 1/2 token.
Why? I can't remember the last time they made a token with mismatched power/toughness. Seems like it could be tricky to remember and lead to unnecessary headaches.
I like what I see... really nice chunk of the set.
I like they are reprinting a bunch of cards from Alara and Zenidikar that just got buried in Jund and Caw blade last time... give them another chance to shine.
I also like the goodies black and red are getting after being in trouble in this standard.
You have to discard before you draw with the goblin, you cannot draw a card with an empty hand.
Dismissing a potential 5/5 flier for U is silly. Maybe it won't be great, maybe it will. It certainly is an amazing rate, although the inverse threshold is rather awkward.

Murder is actually pretty potent. I guess Black can kill other black stuff easy now. That crafty Vault Skirge was able to dodge both go for the throat and doom blade. Granted it kinda die to a banana slip (tragic slip) but its nice to see a decent kill spell without some horrible drawback or insane mana cost attached to it.

To the people that say that a card needs to be a higher rarity because of Limited... I hate you guys so much. I present to you with this.
Can people stop pretending that Jace's Phantom is a good card? I swear, card evaluation skills around here during spoiler season are so awful.
I think you're the one with terrible evaluation skills man.
It's a 5/5 flier for U that you just have to play the game to make it work.
And on a different note, I hope that there's a decent amount of mill cards in M13..I looooved drafting mill in M12 and trolling the hell out of people.
I once farted during the final match for prizes at an FNM. It was a tense moment, everything was quiet, control vs control, I was about to mana leak, thought about it.. and farted. Then mana leaked.
Farseek over Rampant Growth does not even slightly hint at shocklands. No matter how you cut it, Ranger's Path is ALWAYS a worse Skyshroud Claim, so WotC clearly has no issue putting crappy ramp spells in this set.
Mwonvuli Beast Tracker 1GG
Creature – Human Scout (U)
When Mwonvuli Beast Tracker enters the battlefield, search your library for a creature card with deathtouch, hexproof, reach, or trample and reveal it. Shuffle your library and put that card on top.
2/1
Nice! I would have liked it more if you put the card in hand, but still a cheaper, albeit more situational Brutalizer Exarch
Knight of Glory 1W
Creature – Human Knight (U)
Protection from black, exalted
2/1
Knight of Infamy 1B
Creature – Human Knight (U)
Protection from white, exalted
2/1
Looks like Exalted may be only white/black. I like the exalted cards so far
Yeva’s Forcemage 2G
Creature – Elf Shaman (C)
When Yeva’s Forcemage enters the battlefield, target creature gets +2/+2 until end of turn.
2/2
“Nature can’t be stopped. It rips and tears at Ravnica’s tallest buildings to claim its place in the sun.”
What intrigues me is the flavor text. Looks like Yeva might be a glimpse into what Return to Ravnica might have to offer
Talrand’s Invocation 2UU
Sorcery (U)
Put two 2/2 blue Drake creature tokens with flying onto the battlefield.
Crusader of Odric 2W
Creature – Human Soldier (U)
Crusader of Odric’s power and toughness are each equal to the number of creatures you control.
*/*
Krenko’s Command 1R
Sorcery (C)
Put two 1/1 red Goblin creature tokens onto the battlefield.
I'm not sure how reflective/synergistic the spells for the individual mono-colored legends are. Talrand's Invocation is basically an extension of his ability, although with Talrand in play you would be looking down on 3 2/2 drakes. Crusader of Odric seems to indicate that Odric himself could be a token generator of some sort, and Krenko's Command could indicate that Krenko boosts goblins in some way (I'm thinking at least granting them haste, and some effect upon damage....Goblin Lackey maybe? ;))
Murder 1BB
Instant (C)
Destroy target creature.
My only question is why did it take Wizards so long to come out with this card?
Harbor Bandit 2B
Creature – Human Rogue (U)
Harbor Bandit gets +1/+1 as long as you control an Island.
1U: Harbor Bandit is unblockable this turn.
2/2
Ranger’s Path 3G
Sorcery (C)
Search your library for up to two Forest cards and put them onto the battlefield tapped. Then shuffle your library.
Liliana’s Shade 2BB
Creature – Shade (C)
When Liliana’s Shade enters the battlefield, you may search your library for a Swamp card, reveal it, put it into your hand, then shuffle your library.
B: Liliana’s Shade gets +1/+1 until end of turn.
1/1
I know WotC is prepping players up for RTR, and these cards as well as the reprinting of Farseek, Arbor Elf seem to indicate a return to shock lands or another such cycle of lands
OHMYGOSHOHMYGOSHOMYGOSH!
I MIGHT ACTUALLY PLAY STANDARD AGAIN!

No, not every deck, just the best deck in the format. Good choice for a card to play against it.

Right. Because Delver isn't going to get cards in the graveyard anyway.
