Good question. I don't know what the distribution mechanism will be, but there are not enough oversized cards for everybody (unless you're at a 12-person tourney). Probably varies by store.
All the info about the prerelease events indicates that the Helvault contents are meant for all players.

Yes, but there are not enough oversized cards for everyone to get a set (according to the person with whom I spoke). So - how do they get distributed? If everyone in the store wants Avacyn, how do they handle that?
Since some of these may be opened before the event is finished (I presume that when a seal criterion is reached the seal is broken immediately), you can't do it solely on record, unless you wait until the event is over before distribution.
I'm guessing that once the contents are distributed, they will be given out randomly. Everyone gets a die, two tokens, and an oversized card at random. Seems the fairest way.

A trading card game requiring players to trade cards? What is this world coming to???
Heres the message I sent to the guy selling the helvault contents and his response.
Dear stuffsold2000,
Are you aware that these items are promotional items that are supposed to be given out free at an event that has not happened yet? These should not be being sold and I would suggest reporting whoever gave these you to sell to Wizards of the Coast. The only way these could have been obtained is illegally.
Yeah actually I asked my friend about that when he gave them to me to sell. He told me he got two of them in the mail I'm guessing accidentally. But he only needs one for next week.
- stuffsold2000
the guy is lying. Stuff Sold in Philly PA, is an authorized distributor for MTG. His Ebay phone number links him to the MTG site . Furthermore I expect his authorized distributorship to be tossed...the guy is running this "store" from his home. How many people do you think are going to show up to his "Pre-Release" event at his house? How long has he been mis-representing his paperwork to WOTC?
I knew a shop in CS, TX where the guy ran it from his house. It was a bit weird at first just going to some guys house in a neighborhood, but it was all decked out into a game store. A little cramped but most places are anyway.

Yeah, I played in a store like that before. Pretty funny.
Wait, do you mean losing as in not running them any more?
Because I'll be super-pissed if that's the case.
They changed the system so that all they'll do now is send the release promos to the TOs, and leave them to decide whether they want to organise a Release Party, or just distrivute them via another method (FNM, other tournaments) during the release weekend.
Most people weren't terribly upset, because the obvious decrease in people attending releases as compared to the prereleases the week before was probably an indicator.
If your TO isn't organising one, its probably because there's just too little people playing in Release Events at his location.

You also can't run tournaments from your house, as per TO Rules circa last year, if you were to run an event, it must be from a public venue. It can be a library, it can be a school, but it has to be a venue that everyone would be given an opportunity to participate.
Suffice to say, in the basement of your house isn't a valid option.

A 40 dollar mythic rare would constitute a must have 4 of that goes in many decks.
Stats About Mythics
-Mythics are on average 40% rarer than pre-mythic rares
(old blocks about 200 rares, Mythic blocks 35+ mythics)
-They are printing more new cards a year not less
(about 665 now vs. 630 in most pre-mythic block)
-To drop the value of a rare by $1 a mythic must go up $2
-In a 3 year time span deck prices doubled. I am petitioning for the removal of mythic rarity. Sig this to join the cause.

As a wizards sanctioned TO not only do all your events have to be held in a public venue, you, as a TO, have to be "attached" to a Wizards approved retailer.

It is very possible to get your Basement approved as a WOTC Retailer. all you need is your Tax ID number from the state, and some pictures of your storefront.
So there's another guy on eBay selling Helvault contents. He's also selling the 'vault itself. I don't mention this to raise everyone's ire, nor to raise a bidding frenzy. I say this because he's got some great pictures up, including what it looks like when the 'vault is opened.
This guy has some TINY hands, holy cow, I thought the cards were oversized promos at first.
Who else is hoping WotC "leaked" the contents of the vault to throw everyone off??? The players who show up just to have fun get some crazy stuff??? Huh?? Huh?? Yeah, maybe not...
Well I think it sounds like fun. Achievements and free stuff. Weren't you all going to the prerelease ANYWAY?
Actually, no. I'm pretty jaded when it comes to official events. Given a choice between an afternoon of multiplayer free-for-all and an afternoon in a tournament, I'll choose the former every time. Cool Helvault stuff would've swung me over to the latter.

That would be a relief, as I'm kinda dissapointed in the contents.
Vault is a bonus for thoose attending prerelease.
Hasbro is not a charity, they're capitalists who make money.
I was planning to go to the prerelease still, Vault's a nice addition for me.
And cost of prerelease? The same like 6 boosters bought from store, and I get promo card and dices? Sing me up like three times!
You people either got terrible TOs, or you themselves are terrible. Hasbro needs money to make magic cards. You need to give them money to get magic cards and feed their children. You whine to much, we live in a world messed up like this, haven't you got used to it after so many years of living?
Cheer up and just find a better place to attend or just don't go. I'm happy with what's in Vault, I love dices.
One's man trash is another's man treasure. They're sayin' and they're right.

That's some pure fanboyism there...
Hasbro isn't a charity...dude, they give away stuff all the time (pre-release promos, buy-a-box promos, grandprix promos, etc) it's all part of a thing called marketing. You spend money to make money.
In this case, the hellvault was a brilliant marketing tie-in with the game, it made a lot of people consider going to pre releases that wouldnt have gone ordinarly (such as I). but they had to know it would be spoiled in advance, so they had better put something in there to please (at this point I say anything playable would have worked) but instead they royally blew it.
I mean, they could have put some old worthless demons and angels cards (like in the angelic vs demonic decks), even at common, some people wopuld have been pleased. It would have been flavorful, it would have worked.
IF Hasbro isn't a charity, then consumers should vote with their wallet.
The helvault isn't worth it...

thought i readed somthing about, that the stuff from helvault could be easy splitted. something like "if there ar 50-70 players each get 1x A, 2x B and once C", "if there are 70-90 players everyone will get 1x A plus 1x B or 1x C" . the only problem i have, is, that i could't refind the site. but im shure it was a official WotC site i readed about this. maybe anyone else can help out.

Sadly, these are not actually game cards. They are unrelated prizes.
Sadly, he's still right.

The Helvault "seals" are broken via an Xbox live-like achievement system. the prize distribution is tied to player's achievement level at the event.

The cards ARE oversized promos. I realize it's a long thread but that's actually the subject of about half of it.
Standard: W/R Aggro
There was one more picture where he holds up the promo next to a regular card. I figured I could leave it out. I guess I shoulda included it.
