So, the creature here is an evil doppelganger. But if its supposed to clone one of your creatures, why is the clone concealing his weapon in the art? He plans to knock out the original?
It clones at instant speed, allowing you to "play" a etb creature at instant speed, you can do it at the end of your opponents turn, with flashback you dont feel bad about cloning a "sub-par creature" if necessary. The targeting restriction matters little at instant speed and with flashback you can always just cast it again later hell snap caster mage + this is a two card engine Three mana 2/1 may be "bad" but hey Mobilization was great and that was 3 mana 1/1's after a 3 mana investment. not to mention it has other relevant uses. This card is awesome.
That's a pretty cool card, only being able to clone your own permanents limits it but the instant speed factor and the flashback makes up for it.
Just imagine something like having a Grave Titan etc. in play then at the end of your opponents turn copying it and the following turn attacking with both(safe in the knowledge that you could easily flashback and get a 3rd copy if you needed to).

Double Grave Titan would means 20 damage coming at your opponent on your next turn (and another 4 tokens as back up). Hell, even double Wurmcoil means you'll likely be going in for 12. Seems likely this will see play.
I, for one, have no issue with the increase in Clone effects because a) it's unlikely any of them to be absurdly powerdul and b) they make for great casual cards and occasional stray into the realms of Constructed playable, and make for entertaining gaming experiences more often than not.
Maybe an environment dominated by titans and removal spells that are unable to deal with them will make clones more viable. This may not copy your opponents creatures, but it can copy a clone (phyrexian metamorph) of it. And responding to a Titan with 2 titans will win you a race (and laughably for inferno Titan do lethal damage to theirs).
Not saying this is the way it will be but it's funny how some people complain about copying only your own creatures while others are angry about the large number of clones in t2 (4, I believe; evil twin, phyrexian metamorph, phantasmal image, and this).

Image is actually better than this thing. it's a creature itself, it can copy anything, and it has splashable color requirements. its only downside is sorcery speed.
Cackling Counterpart still has its uses though, maybe as a one-of in Pod to reuse slimes or titans. seems a bit better with Snapcaster too.
Take your monoblack deck, then set aside 14 swamps. Add 4 Creeping Tar Pits, 4 Darkslick Shores, 4 Drowned Catacombs, and 2 Jwar isle Refuge and add 4 Jace, the Mindsculptors. Your monoblack deck is instantly better. Better yet, drop those refuges, throw in some islands and some mana leaks, and lo and behold, you're now playing a real deck. Congratulations. Welcome to the world of competitive M:TG.
Meh this kinda blows. Maybe UW control will run it as a 1 of, but then again they could just run 1 more creature. If only it did say only your creatures.

You guys are all missing the big picture, this is another spell that counters Dismember. It is Fervent Denial all over again for removal with an upside if they don't have removal.
I still think snapcaster is the only good blue card spoiled so far. This one seems fun to play though. Speaking of snapcaster, can he target this in the graveyard and cut it's flashback cost?
Rather generic, and as such I was disappointed to see it using a rare slot at first (which could have been used for something for unique) but aside from that, I really cannot complain at all; the card is good in design, flavor, and playability. No, I am very happy with this card. Good job, Wizards!
