Rare Enemy dual lands are really cool. But a lot of these rares/mythics are very hit and miss. Only one that seems great off that bat is Mindshrieker. Aside from that everything else kinda blows.
Too bad I don't know you in person, because if I did, I would be laughing SO hard when you get your ass handed to you by mentor of the meek, snapcaster mage, army of the damned, bloodgift demon... the list goes on and on. There are many quality cards in this set, and while many of them may not end up being tier 1 in constructed, I fully expect to lose to man of them at least once.

Lotus Cobra was a chase rare, but became a big joke because it didn't see play till long after release. Scars was a HUGE disapointment across the board as well for reasons you already mentioned...
My points... people NEVER see a ful potential till long after the set is had a chance to settle. Even Valukut wasn't a chase card until Titan showed up.
Sorry, but people who only post crap like "bad card is bad" or "putting 13 on cards isn't flavorful. This set sucks!" are really annoying and find something better to do.

Aside from the card I crossed out for you, I don't think your list applies to what he was saying since he probably meant constructed, not casual.
When we've got one moderately powerful block and one weak block in Standard, that will probably result in most decks being Scars-based with an Innistrad card here and there. Think Faeries during LOR/Alara (especially before the rise of Jund).
That's a pretty hard corner case, since Faeries was grossly powerful even compared to the rest f the cards in Lorwyn, and espite how many people spent endless hours raving about how bad Alara was, it too turned out to be a powerful set once the format had properly developped.
The concept of the power level being scaled down is a rather subjective concept, and more often than not this 'change' is nothing of the sort, and the idea that mostly Scars cards will make up the majority of the decks that see play after Innistrad's release is also no different from every other time a new Block has been released. People said the same thing about Lorwyn Block when Time Spiral was the big block and Lorwyn was the new kid, and they did it about Alara, and they did it about Zendikar, etc etc. It never ends because it never really begins.
This card itself is mildly useful, better for Limited than it is for Constructed, and could not have been anything but Rare in order to make Limited sane and enjoyable. Wghy complain about Red getting a mediocre sweeper for Constructed when you have an excellent one for Limited? I don't remember people thinking Disaster Radius was so bad it doomed Rise of the Eldrazi.

But the card is ridiculous and it will prove itself so.

BTW: People laughed at me when I called Sorin's Vengeance a good card also and they told me it would never make top tables. Then all of a sudden OMG it shows up in one of the most competitive Japanese tournaments just a few weeks later.
Limited Bomb - This really should be obvious. Wrath effects for 5-6 mana are bombs in limited, and that's generally the most this will cost when you want to use it. Occasionally 7, but that should only happen late enough in the game that 7 is attainable.
Red Wrath for EDH/Multiplayer - Most red sweepers are hampered by one or more of the following: only hit small creatures/very expensive/blows up things you may not want dead (like all lands). This has none of those problems (when you want to cast this in a multiplayer game, it will have a very affordable mana cost). Just about every EDH deck w/ red and w/o black/white wants this, and there are a number of popular UR/RG/RUG generals.

People will always complain no matter how good the set/ card is. If the cards aren't taken directly from the complainers wish list, in their color, or everything they want from a card, he/she complains and throws around the same bland, "I wont be buying packs from this set", or "more non constructed playable junk", and my favorite, "this set sucks". What do you expect?
nice card is nice. I love this set so far. First think about it. When do you want to play such cards? When there are a lot of creatures around. Let's assume you have 2 creatures and your opponent has 3 which isn't that uncommon.

bad spell? nope. Better than chain reaction. Plus, Edh and multiplayer will love it. Most of the time when I play with my friends this card will have a mana cost between :2mana::symr: and and it goes crazy with Tamanoa...
It will also fit very nicely into my prot red damage spam. It will probably not be a tourny staple but it not as bad as some ppl tend to think...

They are giving EDH too much juice. Every junk rare we get, in the first page, there are at least 2 comments saying "AWESOME IN MY *random general* EDH DECK!!!".
I'm starting to change my mind about buying a INN booster box, don't want to spend a hundred bucks a for a bunch of junk.
Whether or not this will see play in sanctioned formats aside this card makes me giddy. I can't wait to cast it in my wort edh deck when I have vigor on the board.

Saying that a red board sweeper is not good in the same scenarios as a black spot removal spell isn't really a revelation...
Though of course I agree that this has next to no chance in standard (for which it was almost certainly not designed). It would require a very specific and weird type of deck to be prevalent for this to become a better sideboard card than existing sweepers in that format.

Also, this card is bad. We always see different variations of Wrath effects. Very few see play out side of Wrath for White and Pyroclasm for Red, unless we are forced to because neither of those cards are available, or they're better.

Anecdotal evidence is not evidence of anything other than a corner-case wherein a card is useless/bad. You could argue that Tarmgoyf is unplayable when its a 4/5, you're at 1, and your opponent is attacking you with a Primeval Titan, but that situation is not relevant to how good of a card Tarmogoyf is.
