Not going to lie... I was hoping for some lands like this too. I'm not terribly shocked or disappointed that they aren't there, but pain lands/signet lands wouldn't have really been a problem given that they go for 1-2 dollars tops.
They probably didn't reprint Ravinca shock-duals because they absolutely WILL revisit Ravnica again. On every poll about favorite blocks Ravnica always scores highest and these lands will be shoe-ins.
They would be foolish to flood the market with cheap accessible and awesome shocklands.
Why? Modern format hopefully will make them relevant keeping the demand up when a new surge of them gets introduced in a few years.

As the SCG prices for every card in a deck isn't an accurate representation of a deck's resale value, I thought it'd be a good idea to take the lowest magiccards.info value for a card in decent condition of every card worth over a dollar in the new decks (sans new cards, of course.)

Devour for Power also has a very notable commander in it (Skullbriar) so it'd appear to be the proper purchase. However, Political Puppers has Fluttershy....er, Flusterstorm.
U for a card that, at its very worst, reads "Counter target spell unless its controller pays (2)." that only gets slightly worse if it's countered is ABSOLUTELY INSANE.
Guaranteed counter of lotuses/moxen on turn 1. Does so many things Mental Misstep can't that it's obscene. SHUTS DOWN STORM.
This card will see play in legacy and probably get restricted in Vintage. And depending on print runs, the supply might not be enough for vintage players.
This card ALONE might be worth $30 at a point in time. Hence, the "money deck" isn't Devour. It's Political Puppets.
EDIT: oh, and mirror master isn't a sucker buy. That ~$7 loss is easily made up by the fact that one of the best new commanders (arguably the best one) is in the deck. It's likely to get my purchase despite being the worst value reprint-wise.
I originally pre-ordered only the decks that had U in them. After looking over the decklists, I enjoyed Mirror Mastery and Devour for Power. Political Puppets isn't really doing it for me though. Heavenly Inferno looks pretty tight though. Not really super expecting WBG to really blow me away, but we'll see.
Devour for Power has Wrexial, the Risen Deep although I can't find the one in Political Puppets...

Regarding good lands (Ravnica shock lands, etc), in addition to their monetary value, there's also the fact that they'd use up a lot of rare slots. Even the Odyssey filter lands are rares. I think they did an OK job at making the land-base playable with common and uncommon lands, and if somebody wants to make a deck more competitive, then they can upgrade to fetch and shock lands (or revised duals) on their own.

True, will still see play in legacy and will sill be pretty damn strong. Price will strongly depend on print run, if the printrun is Vast i would say this settles around 5 bucks, if the print run is scant it could very well wind up being the costs of the box.

As a solution to storm, Flusterstorm is superior to Stifle, because Stifle is beaten by either Force of Will or Mental Misstep, while this is not.
Mindbreak Trap is also beaten by FoW.
If I have a deck running blue, and I'm concerned about Storm combo, I would sideboard at least 3 Flusterstorm. It's more versatile than MBT.
OTOH, you can run MBT in any color.
EDIT: Oh, you can also add Pact of Negation in addition to FoW, as many storm decks run or SB Pact instead or in addition to Force.
