They thought the Shards cycles were a mistake though. Because people don't want as many of legendary cards, so they don't open as many packs looking for them as they do for the titans or something. MaRo has said this a couple times in GDS2.
I would see Urabrask and maybe all the cycle as big, simple to use beaters with mana cost ranging from 5 to 7 that probably will cost all the same like the ones in Onslaught or the ''Demigods'' cycle from Shadowmoor and Eventide, I also believe they will all support the infect or proliferate theme in some way.
Something like this: (This is not speculation, just an example of the kind of creatures I'm expecting)

Considering Early Spring does the same effect (doubling your mana), but in a more roundabout way that allows you to exploit it more, I would say 2cc is the best spot for it to be competitive.

Can you link that? Because the majority of Legendary Creatures have continued to be Mythics in the two blocks following Alara.

True enough. Though I think it may be more of a case where there's not a whole lot of content to the red version of the Phyrexian ideal so they make it seem "mysterious" with descriptors like 'the hidden.' Which, admittedly, is probably the best way to handle it.

By adding triggers for casting, ETB and/or such (I'm sure sacrifice triggers for at least one of them) you can have a card that you don't mind seeing go to the graveyard, thus you don't mind running multiples of.
I admit that this would eat up half of the mythic slots (plus the new sword and I expect a Karn and Melira), but they spread out along each color and that leaves room for a mythic sorcery and some $2 mythic to make you sad you bought a box.
Annex can mean to take territory from someone else, or it can simply be an additional structure attached to (or associated with) a main building. In this context perhaps it is meant to mean Phyrexian structures built on the surface, as supplements to the extensive amount of building already done in the core.
I doubt the Praetors will have infect. They're quite conscious of EDH and a cycle of new monocolor commanders that all have infect wouldn't be all that great. Well, maybe a couple of them might, like Sheoldred or Vorinclex. And if they're not a beatstick, having infect might not be a dealbreaker if they have an ability that's worth it anyway.

I'm happy to make an Omnath, Locus of Mana, but I'm less happy to hang a set on five of them.
Note that the theoretical GDS2 sets are all large sets. Action is a small set, and will have even less space. Plus Karn is probably going to be a mythic, because he's become one of the main faces of the set since Besieged came out.
Here are the numbers for all mythic legends so far:
Shards: 5/15. They consider this a mistake, but they had zero knowledge of mythic rares' effect on the market when they created them.
Conflux: 3/10. Probably still too many since it's about the same fraction as Shards. Worldwake and Besieged's lower legend count seem to vouch for this.
Reborn: 5/10. Too many. Way too many. Also was complete before Shards was released.
Zendikar: 4/15. This set was being finished when Shards came out, so I'm assuming they didn't have enough time to reduce it.
Worldwake: 2/10. They knew about Shards, and it looks like it had an effect on the mythic count here.
Rise: 4/15. I feel like they had some leeway here - all the timmyness of this set gave the casual players other reasons to buy packs, and the whole "single large set limited" thing gave them more sales from limited than a normal third set. Finally, they had to make 3 legends since the "three eldrazi titans" backstory was already set in stone in Zendikar design.
Scars: 2/15. This number is the lowest fraction yet! There were also two legendary artifacts, though. Mindslaver hardly counts since you have to sacrifice it, and Mox Opal was not targeted at the casual crowd.
Besieged: 2/10. Lowest small set, if you count Worldwake's legendary land.

The difference is that, compared to staples at rare and lower, they are (supposed to be) cards that fit into much smaller niches. A tournament-quality mythic should be something that is powerful, but most useful to only one or two major deck types.
Being surprised that selling the set is one of their primary concerns is a bit silly. Selling more packs = more money for Wizards = greater financial security for Wizards = greater long-term success for the game = more Magic for everybody.

Thanks for posting that. I didn't disagree with the premise, I just think that if it was decided that these 5 characters needed to be in the set they could do it. I think think this could be the case, since this is a "storyline block."

Increasing the price of the product is limiting their prospective customers by making sure no one without a steady income can attain a level off competitiveness in this game.

It was meant to be a very good card, yes, but not that level of ridiculousness. They underestimated its impact. Mistakes were made.
