this is probably not good enough for prime time. the effect is potentially useful in a combo deck though so its one to keep an eye on. not objectively strong but potentially useful if the need arises.
Eternal Witness would be a better comparison. Same converted mana cost but it comes with a 2/1 body and doesn't have to be a sorcery/instant.
Ahh, but that one is green. Green has those effects cheap. Blue has to pay for them, or do it non-discriminantly by shuffling everything back into the library.

If it's 2U for any sorcery or instant, yeah, Recollect is better. But mono-blue seems to be coming back, and those kind of decks don't mind being limited to sorceries and instants. Blue could probably use this.

Well, it's clear R&D is really dogged on getting instant/sorc recursion into modern blue, if not red.
But the only connection I saw is a traditional relationship to blue and so-called metamagic. I never see a clear explanation of why this is Blue.
I don't entirely doubt it, but I'd like to have that reason. As it is, I do have Green Recollect, and the argument for Green Recollect makes reference to something that tends to discount Blue from doing any similar thing. (Recollect defines a part of Green by how it is not Blue.)
Blue "recalls" things, because it thinks and reflects? ... but why not recall enchantments or artifacts or anything?
Basically, what is the difference between a permanent card and a spell type card in a graveyard, and what does this mean for how someone can relate to one, accounting for what Black recurs and what Blue recurs?
I will say that it would work out nice if, between them, Blue and Black can recur anything... which adds up to what Green can Recollect. But, that would line up the recursion abilities with the very same card-drawing colors, something that seems to all-too-quickly leave Red and White out in the rain.

EDIT: One thing though...I do like how this is, in some way, a Twincast. A Twincast with the 'timing' that makes sense for Blue.
... yeah, that's probably the key. Off to think on it for another dozen hours...
POWER-WISE, this card is gonna have a fun run in T2. It'll only take one "good" target.

It's Relearn with new name, new art and a less colour intensive mana cost. Not bad at all but if I wanted the effect i'd probably just pay the extra 2 for a Mnemonic Wall and the the 0/4 chump blocker as well.

Sorry for the let down, I examined it a little bit more and it seems as if the first verb is to target and the second to put it in your hand...
It's pretty good in limited to reuse removal, especially the more effective one. I could imagine a Blaze/Call to Mind archetype.

Yeah, but you pay 2 more for those bodies. 2 for a 2/2 or an 0/4 wall seems fair, but if you just want the Regrowth, this is great!
