I must say, I had suggested an Ultimate that let you do that to 1 spell and was thinking it'd be too strong, so being able to Yawgmoth's Will all your red spells is absolutely ridiculous.
This card is quite good. Saying the card is bad based off of some straw argument that Red decks all have to win the game as quickly as possible, that Red control in any shape or form (Mono Red or Red with splashes, Grixis, etc...) is unplayable, is nothing more than a shortsighted view of what a color can do. Way back in the day there was this deck called Ponza, which was a Red Midrange deck powered by a land destruction strategy. It did not try to win the game as early as possible, it tried to beat its opponent into submission by rendering the cards in their hand useless through constant mana denial, and then win on the back of a powerful finisher (Lightning Dragon or Masticore). And it worked, quite well. At this point in time it is not possible to accurately state whether or not Red control or Red midrange could be good, we don't know nearly enough about Zendikar. We know that red has access to two excellent sweepers (Fallout and Earthquake), one of the best removal spells of all time (Lightning Bolt), and some pretty power heavy finishers (Chandra, Bogardan Hellkite).
The fact that Chandra can protect herself against your opponent's threats with her first ability is extremely relevabt, as it means she is more likely to reach her ultimate. The fact that her Ultimate can let you cheat a Cruel Ultimatum into play the turn after you'd normally cast it (or there abouts, it'll be a lot harder to have UUBBBRR on turn seven without a Vivid Pool base), while leaving mana open to make it resolve, is very saucy. For that reason alone I could see Grixis control running her as a 1 or 2 of.
Impressive. Not much help with the X cost spells like Fireball or Blaze, however ... with Bolt back, and with the abundance of red burn people are still using, it'll still wreck anything and everything.
Being able to free-repeat Bolts, Shocks, Helix, or even Lava Axe or one of the myriad of other burn spells, all at once, hum-chuck style ... yeah, totally devastating.
First ability feeds into her final ability in the worst, best way ever.
And her second ability even feeds it by helping you discard, if you somehow have burn sitting in your hand and not being used.

I just opened a Planar Chaos booster and pulled an Extirpate and a Damnation in the same pack.
This is my favorite planeswalker so far - the abilities are super synergistic and really embody the idea of a fire mage going all out. 6 mana really isn't that hard and I look forward to a big red style deck in zendikar block.
You're a funny man. Yes, this 6 mana walker that takes 2 ore cards and turns to activate is a better card than Will.
In a manner of speaking, it is better than will. If only because of the fact that it doesn't require you to pay these cards casting costs when you do activate the final ability. Nor does it require you to exile them after casting them. All of which Yawg's Will required. Sorry dude but it does look like she is better than both Yawg's Will and Recoup. The latter of which gave flashback ONLY to sorceries.

Understand, Dredge is not really a Magic: The Gathering deck. When a card is playable in it, it doesn't mean it's a tournament playable card. It means it's playable in whatever crazy fantasy world that Dredge operates in.
In casual, I could see some sort of wonky deck made with all the Ultimatums with red in them.
I like the possibilites of this in my explode-in-your-face deck which just goes to pump a creature big enough to win. Bring back Brute Force, Fists of the Anvil, Bloodlust and Colossal Might on a fatty double striker.
Not only is her first ability great in that it discards and red card for 4 dmg to the dome but her ultimate allows you to play those discarded cards from the grave for free?
This makes the other Chandra from Lorwyn look fairly awful.
All In Red just got an amazing tool. Turn 1/2 chandra, use the second ability to knock out their hand while regrowing your own, then use the first to take control of the board, then fire off her ultimate to get enough mana to do, well, anything.
She's also a nice control card (CRUEL. ULTIMATUM.). The ability to turn any card into a flame javelin, and then be able to replay it is great.
Wow, the ultimate it's awsome, 2 turns and you'r opponent it's dead, if he does't die by all those burn spells, you are doing it wrong.
So by turn....7??? How many burn spells are going to be in your GY by turn 7? Lots! Your opponent should already be dead. There must be tons of life-gain in Zen, or this card doesn't make sense.

WoTC, thank you for finally announcing the Modern format, an eternal format where everyone can participate.
The problem is that a 6cc planeswalker is prima facie unplayable. Add a + ability that doesn't generate any card advantage and you have an unplayable card.
oh well. I guess only the blue and white plainswalkers will cost less than 5. I was planning on just running Ajani anyways, so I guess that leaves room in my deck for other things. I will run 2 of her though in the board. Her plus ajani would absolutely obliterate control.

She's not unplayable at all, especially in the red-based aggro decks she fits in. She's your late-game back-up plan after you've run out of gas. Comes down T6 and refills your hand while probably shrinking your opponent's, then turns any no longer relevant cards into free flame javelins, and finally lets you re-cast all your used burn to win the game.
Sure, she's not as universal as say, Jace, who goes into any deck that can make blue, but she definitely has her uses.
I think that was a reference to Jace/Elspeth/Ajani and not to any new walkers, although the statement doesn't quite hold up considering Sarkhan Vol and Garruk both cost 4
This is a perfect example of a card with a powerful effect, but it's unclear how busted it will actually be. Outside of Cruel Ultimatum (who's days in a post-reflecting pool world may be numbered) there has to be enough awesome red spells to abuse with this ability.
One thing that's sweet is the interaction with the red traps, particularly the one that blows up two lands and deals 4 to each creature. Being able to do that even once for free is pretty huge.
