Yeah part 4 must be keyword abilities, and based on the ability text we know it has Devour. A vertical line with a seriph on top is a 1 (take a look at how a 1 is drawn on your keyboard, for example- a seriph is not a big enough line to make a vertical line into a T, but it would make it into a 1), so it has Devour 1. I leave it to better puzzlers to work out how those letters become devour...
Wow these puzzles get harder by the rumor season kind of funny. 3 seasons from now it will be something so cryptic that it takes a genius with 100 hours of free time to figure it out.
About the primogeniture thing: it might have inspired Montesque, but certainly isn't an urban legend. Anybody know any French urban legends? Or old wives' tales about Montesque?

Yes. The series of numbers can be decoded using a 5x5 grid with I/J in the same spot.
I think he made a mistake though, since you actually get VORACIISDRAGON when decoding it.
