Wow I strartled for a moment when I saw the name tendrils.
Well, that hurts. Not so special. Move along..

hey i have managed to evolve my axolotls by feeding them thyroid glands the thyroxine contained in these gland is enough to change these water dwelling creatures into land based creatures

Tay, that's not evolution. It's metamorphosis. Evolution means descent with heritable modification – individuals cannot evolve, unless they're Pokemon.

I like this card a lot. A simple, easy to use combat trick with Cycling for the Spikes along with teaching newer players the value of cycling when looking at a dead board. A very elegant card, and very 'blue'.
Not every card has to be a constructed powerhouse to be appreciated...
Ah, welcome to Conflux, the set where WotC burned some of the coolest names imaginable on cards that won't see play outside of limited. Srsly, someone needs to explain that one to me.
It stops an attacker for the most part, or replaces itself. Decent, but dammit. Creative is really dropping the ball here. Stop giving bomb-names to limited filler! (And Thornling is still unforgiveable.)

Underling Ethu's 263rd report read simply "Yes, my lord.Overwhelmingly, my lord." This marked the end of the Mirran-Phyrexian War.
There's a grammar error in the card as written which would effect power.
Is it creatureS or getS? One of those can't be correct grammatically.
If it's just target creatures it could be darn nice, but I doubt that it will be - limited fodder as a -0/-3 to a single target.
There's no such thing as "target creatures" in Magic unless it's preceded by a number or "any number of". This card is "Target creature gets"... just like Dizzy Spell.

Right, but creatureS if that is the accurate S would imply a greater than 1 numeral missing as well. Apologies for not being clearer before.
U for -3/-0 on two separate targets could actually be potentially playable, especially with cycling, and within the realm of reason.
I do agree that creatureS was the more likely error however - but holding judgment until it's correct just in case - since 2 targets would make it quite tasty.
A nice, normal card, good job Wizards. I don't really care about the word tendrils being on a blue card, I mean tendrils is tendrils, nothing about the word implies black to me, at least going by the dictionary definition.
And I think it's better then spell snip.

Saemar is not a wizard, is not fighting on a battlefield and is not casting spells.
Very good for limited. After that, collecting dust in bargain boxes nation wide.
Very good for limited?! Are you ****ing joking..this is a mediocre combat trick at best. I do not feel good if I'm playing this card. Those of you saying this is jank outside of limited are wrong. At best this card cycles for 2 or you get a little tempo out of it from having your bear kill their bear and survive. I suppose there are some relevant interactions with bigger creatures but there are plenty of times you just don't want to be drawing this card. I would seldom play this.
i think this card is Freakin' awesome just imagine zoo with this even on the draw u flex "Nutz" any mana drawing the extra card u can pitch and turning up the gas on tempo and it still taps for mana easily a 3 of most likely a 4 of

Reasons for it being good in limited have been answered in your post.
Since you never want to cast either, this is comparable to Spell Snip. However, the Snips has a much bigger upside and doesn't open yourself to the opponent's bonafide removal spell (2 for 1).
Constricting Tendrils
Instant (C)
Target creature gets -3/0 until end of turn.
Cycling
And there you have it! Not the flashiest card out there, but it's certainly going to be fun in limited! Enjoy! And thank Zesty!

if only it cost a little more and had a cantrip. it would have really been nice

Dizzy Spell couldn't grab anything and transmute was thereby too much.
This card is an auto-four-of in my deck. Always happy to try out Blue shrink.
