Expensive, but reusable... should see play in limited to get your creatures through, buy you time and provide an amount of card advantage. Decent common.

Unfortunately, it's also completely terrible. This could easily cost 3W or even 2W and be fine in limited (as if constructed was even a consideration for this one).
Soaring Hope- expensive but it gives evasion(good) and gains 3 life(good) and is reusable(very good), all of which adds up to being limited playable but constructed laughable.
i can see it be used in limited actually, not only for clashing, but as an evasion/win card, plus it does gain you 3 life, i mean, isn't red bull gives you wings played in 10th limited?
Sometimes, but that also does 3 damage.
I'm not saying it won't see play in limited, although that play will largely consist of "23rd card because your pool sucked"-itis. My point is that it could have cost 1-2 mana less and been a decent card, Even at 2W it wouldn't be anything to write home about.
I guess there's the clashing factor, although I guess it depends on how much clashing people will actually do in limited games.
Rules Text could be clutch with this card when it comes to clashing - does Soaring Hope have to be in play to put it on top of your library, or can you do this from your graveyard?
I'm not going to comment much on this filler card, it's use will probably be limited even in sealed games. Thanks to both you and your brother for the info you've posted during the last few days. It's greatly appreciated.

From play. Abilities, as a rule, can only be played from play unless they say otherwise, like "play this ability only from your graveyard", or are implied, like "return this card from your graveyard to your hand."
Since there are no timing restrictions on the activated ability, you can use this card to keep yourself from losing to milling.
Edit: Just to clarify, the rolling eyes are supposed to indicate my sarcasm when figuring out a use for this card. I tend to find odd and obscure uses for a card to justify the idea of "every card has a use somewhere". Some of them have been a bit of a stretch, such as pointing out to some players once how multiple copies of Benediction of Moons could be an extremely useful sideboard in the third game of a single-elimination round that has already gone to time, and thus increasing the chances of winning via "first life-total change". Of course, there's no more reason to look favorably on Soaring Hope for the obscure anti-mill strategy than there is to look at Moons. If I'm drafting white, I might pick this card over something else on the second-to-last pick for that reason. But I expect it'd come out of the sideboard against mill only if I had no other removal, evasion, card draw, agressive creatures, or combat tricks.

This seems pretty terrible, even in draft and sealed. I often wonder why wizards makes junk cards like this and then overcosts them to the point where it's laughable.
Starting with TS, I thought they were done printing commons so hideously awful that there is zero chance of playing them in limited. I guess that was a one block deal :(.
