i think it should be obvious this is a huge effect in limited, given that, by the time you can cast this (and it is a late game card), it is likely that both players will have plenty of creatures in the graveyard for this to be significant.
i would imagine, as far as standard, this would be control's big bad finisher. use pacifism-style enchants on the little guys, saving your kill for the big guys... then drop this, and have fun beating your opponent to death with his own fatties. won't be tier 1, for sure, but it will be really sadistically fun, which makes sense for IMO.
EDIT: also neutralizes an opponent's kokusho/yosei/keiga tricks
I just realized that the ability is not optional, and I immediately thought of yesterday's 'Ask Wizards', which was about when they use 'may' and when they don't. It ended this way:

I love the art for the card. It does seem a lot more of a black card than a white one. White does use this ability but only from its own graveyard.

Reya could be reanimated herself. This made her significantly better than this can ever be. For 7 mana, enduring ideal immeadiatly locks the game by tutoring for either meishin to stop all attackers, form of the dragon to also stop all attackers and deal damage, or zur's weirding to stop all draw. This just sits there untill next turn and hopes that either your opponent has creatures in the graveyard or you have drew gifts earlier and set up.
Not only is this a cool card, it is pretty awesome flavorwise. Reminds me of the Cabal from Onslaught and Odyssey. Apparently, not even death prevents you from paying Orzhov a debt.
Mh nice white hasn't had reanimation of ANY Graveyard yet..however i don't think this will warp the game in any way to costly...

white has had breath of life that was like zombify, many people had already speculated that WB was going to be reanimating guild.. (partly because blazing archon is pretty good target as is razia)
this is absolutely great with yosei and re-usable sacrifice effect it is like reya dawnbringer but it is enchantment instead and takes from ANY graveyard and is good with desolation angel from GP. i have to say, i love this card! i WERE going to play WB aggro but reanimator it is :redface: that card is just too plain lovely (though slow as hell :no:) and when packed with dredge to fill graveyard and zombifys could be a powerhouse. Just imagine Wrathing and then returning desolate angel or nekrataal from your graveyard to play to kill last of their creature (propably played last turn).

Well, let's hope that the rest of Orzhov stuff will be at least of the same quality as this, but preferably better. At this moment, it seems that the Orzhov is quite inferior to both Gruul and Izzet.
Well, I cannot wait for Teysa. I mean, we will get her probably on Monday in Rei's article, but it would be sweet to have her here before the WotC's merciful gate-opening.

Hmmm... G/W deck with this, Yosei, Hierarch, some dredge stuff and a lot of control... Birds and dark elves... Maybe splash some black to include more control (mortify and castigate) and Kokusho... Also the ability to sack stuff, and top of course with the dredge so you can get the nice stuff in your graveyard.
Wow, that's a nuts enchantment. I can't believe people are thinking that it needs to be cheaper. Reanimate a critter from ANY graveyard every turn? Umm.....that would be quite absurd at 6. True, it takes a couple turns to make up for 2 zombify, but you can pilfer cards from your opponents grave as well.
And those of you saying this doesn't fit with the guild's theme.....you could never be more wrong. It fits so well. The Orhzov seem to enjoy making sure nothing is in the graveyard. They never really try to force RFGing, just getting trapped spirits out of the graveyard. Whether it be through RFGing, or by making them their own, they get the job done, and this enchantment fits so very well with that theme.

This card is great. Overcosted? For what it does, I think no. Orzhov does seem like their stuff cost soooo much though. For a guild with little to no (natural(colored)) mana accel, it seems pricey. But white has always been able to buy time and just take damage and gain life while black can just sit back and buy time killing your creatures. This guy allows you to steal those creatures back. The 1st thing that comes to mind is the match-up against Dredge. It puts every dredge-able creature in your foe’s yard on a one turn leash. Kind of a “if you don’t dredge it, its mine, im taking it”. … as for using this to reanimate your OWN creatures from your OWN yard … I dunno, turn 7 is a far ways away from turn one, and I guess in that time you could set up a nice couple plays, but that sounds like a deck built for this card. Does Enduring Ideal have a new best friend? I say yes. Could set up a nice play with cycling big creatures (Onslaught, anyone?), this, and Enduring Ideal. … *cogs start to turn* (with a living Death back-up finisher, of course---cheap!)
In draft, this card could be an amazing card for the orzhov, not hard to cast and certainly bombtastic.

This is just a better win condition for Ideal.dec than Form of the Dragon. It's an added bonus that you can actually cast it w/o using Ideal, as well. That deck already runs Wrath etc. anyway, so, it's highly like that your opponent is going to have fatties in their GY.
I like the flavour text, and the elegance of the design. This is another card I feel "need to be made".
However I don't think this is a very playable rare. If you can accelerate yourself as fast as possible, you can build to seven mana and cast this. If your opponent has no discard, counterspells, or enchantment removal, after a full turn, you will get one creature for your seven mana and one card. This is very, very bad. If you can keep it in play another full turn, you'll hopefully get a second creature. Assuming the total cost of the two creatures is more than seven mana, your play finally paid off.
My preference for cards is anything six or more mana should affect the game in a big way as soon as you cast it. At seven, and nothing happening until at least two turns go by, I'm skeptical about the card. If the environment can be really slow, maybe. But with 4/3 haste trample untargetable hitting you from turn 3 on, I don't know if you can afford to play cards that don't pay off until turn 10. We'll see what cheap removal Orzhov gets, I guess.
As for being in flavour, I agree with Seds. Orzhov removes creatures from the game, removes lands from the game, removes cards in players' hands from the game, and has at least two cards that we know of that removes cards in graveyards from the game. Don't expect in limited to have a lot of targets sitting in your opponent's graveyard unless you purposely avoid playing most staple Orzhov cards.

Use 3: Generally recurring creatures. Accelerate into this in G/B, then get back your STE's until you can start killing Kokusho each turn.
Use 4: more people play enchantment hate, so uses 1-3 get canned.
I disagree that it is too expensive. Compare to Reya Dawnbringer. 2 mana cheaper, in 2 possible colors, not legendary, and you lose that pesky drawback of being a creature. Enchantments are much harder to deal with. Pretty much only white and Green have had enchantment removal of any kind, but both colors have always had a hard time with creature removal. Additionally, its about time we got some more white reanimation. Black takes too much of the good reanimation.
actually the point of reya is to reanimate her by turn 1 or 2 via buried alive or entomb. this you can't do. reya gets the nod. i can see this card in mono black control where as a finisher you clear the board, steal a creature from the grave and beat them down with it.
The flavor of the card (theoretical color-pie issues aside) is fantastic... reanimating the bodies of debtors is perfect flavor for the Orzhov's "evil merchant church" shtick.
Although it has been done before... anyone ever played Planescape: Torment on the PC?
