Not bad. Reminds me of a card I thought up just before Champions was released.

Search your library for an enchant creature card and put that card into your hand. Then shuffle your library. "By the earth I touch, by the air I breathe, by the water I drink, so I conjure you to me."
Both green and white are the "enchant creature" colours and both are capable of searching the library for a specific card. Looks like they went with white for this one. Putting it on a body allows it to be more powerful in some senses (you can get two or more cards out of it eventually) but also less powerful (requires at least 3 mana and two cards to find one card). Overall I think, hey why not - it's a 1/3 for 2, it's a Spirit, and sometimes it's going to net you card advantage. Quite fair for an uncommon, I think it will see moderate play. Maybe it could combo with something like Sun Clasp.
I really.... like this. He's a 1/3 for 1W which is unheard of in this block so far. Callous Deceiver is more expensive for the same body. This has the possibility for more card advantage. Now if only there were a Spirt that sacked to return an enchantment from your graveyard to your hand.
I will definately be drafting this guy if I get the chance. He survives Glacial ray and Hideous laughter. I can be fine with that as long as I get a couple Cage of Hands or some other good enchantments.
In extended it could be ok cuz you get to use Rancor by playing this guy then a Lantern Kami. Not bad.
Tallowisp notably can pick up Cage of Hands and Mystic Restraints, as well as Indomitable Will, which makes him a very solid guy with cheap booty (1/3 for 2 is a fine little guy in this block with all the 2/1s) that fits very, very well into Limited. He powers Spiritcraft too, and generally makes a slowish white Limited deck quite happy.
It's weird, because if stuff from 8th like Spirit Link and Pacifism were available for block constructed, Tallowisp might actually be a possible utility for White/whatever color Spiritcraft decks. Those cards aren't here though (no Spirit Link in Spirit block is somewhat weird, though not considering the flavor of the Kami), and with a lack of good "beatdown" enchantments Tallowisp is left hanging.
Not likely to make the cut in any constructed format, but an interesting and fun card to play around with in more wide-open casual formats. Rancor is happy, as are Control Magic, Armadillo Cloak, Spirit Link, Curiosity, and a lot of other cards that see play in casual/group.
EDIT: If there were a Hermetic Study enchantment in this block (Yamabushi's Gift or something...could happen) this guy might be nuts in the right Limited situation.
Ok, I can see how this card can be useful in limited and casual and things, probably if used right could be really good. The thing is, I dont really like the card that much. In probably wont ever use it other then in limited, mabye.
Lol. I'm a long, longtime closet fan of creature enchantments/local enchantments. I love the damn things, starting with my early days discovering Rancor hehe. My favorite cycle ever, is the Embraces. Creature enchantments are underappreciated, dammit!

This card is idiot good in Limited. Right now there aren't any 1/3s for 2, so cards like Hearth Kami and Cruel Deceiver have been perfectly acceptable turn 2 plays ... but now this card turns that on its head.
Furthermore, the ability is insane. It's obvious that Tallowisp is pretty good if you have a Cage of Hands to tutor for. But the real killer is Indominable Will. Even in the middle of the combat phase, as long as you can play an Arcane spell, you can search out the Will and use it as a devastating combat trick. If your opponent knows you have the Will to find and the Arcane spell in hand, plus the mana to do it all, it's essentially that Kabuto Moth feeling all over again... your opponent finds his blocking options severely limited.
Doubt it will do anything in Constructed though. In Limited, Cage of Hands, Indominable Will, and Tallowisp are all good on their own, with the synergy between them being a happy coincidence. In Constructed, those first two cards are utter crap, and I doubt Tallowisp is good enough to change that.

I don't know if it will see any constructed play, but this guy is a HOUSE in the U/W draft archetype that is already strong in CHK (I won the last draft tourney I played in with it). It's followed perfectly by a River Kajiin to grab your Mystic Restraints or Cage of Hands. I'd like to see someone get by THAT defense.
I love this sucker! I want to go B/W and dig up some black enchant creatures to punish my oppoment! Stuff like Lingering Death and Foul Presence and more can turn into a fun situation....

I reallly like this card. I think its a great card. Sure you need to build a deck around it but that doesnt matter to much. Its really great in enchantment decks Imho

I really get the feeling that this is one of those cards that WotC made with the intention of fitting it into a potential constructed deck. I think we'll see it around, though not in Enchantresses, even G/W ones; adding Arcane/Spirit would force better cards out.

As for constructed, it is lacking big time. Tallowisp should be fun in casual games though, as I for one have always been a fool for enchant-me type cards and this could help out a bit. Man, if it said "local enchantment" this would be sooo much better though.

A creative way to make a card that takes away the inherent disadvantage of local enchantments, and combines it with a tutor effect, to make a very interesting creature, that fits welll with the block. I Love it

Firebreathing with returing for R1 is fair.
Fear w/ returning for B would be mean
Bushido 1 and Samurai-ness with returning for W would be doable, I reccon.
And a control magic for BB4 with return would be insane... so probably a flying w/ return for U1...

Not to mention, it blocks alot of things and lives, all manner of 2/1's it kills, 1/2's it bounces...nice. White could use this.
