On my opponent's turn, SOMEHOW they were able to cast everything they have in play (Minus the 0/3 mana prodcuer). Including the Bolas's Citadel. They just kept playing things...
which would knock off 14 life from his life total putting him at 8 assuming no other changes to his life total and since he dropped two Cauldron Familiars (I see one in the graveyad).
I'm willing to even bet that the lone untapped swamp was put there using Citadel's ability.
So no... it doesn't look like he's cheating....

This is why I said a video is needed. The game is already on T11 at a minimum and I have no idea what's in the graveyard or exile other than the top cards and the cat.. I can only extrapolate what happened based on what I see. Admittedly, I ignored the Brazen Borrower, however I still stand by my original assessment. Citadel hit the play field and your opponent ran with it. I'll bank that anyone else worth their salt will come up with the same assessment. This screenshot does not show a cheater.
They also had not used the sacrifice 10 permanents ability.
I feel that you might not quite understand how Citadel works. Let's take it piece by piece.
You may look at the top card of your library any time.
This part is crucial as it sets the player up to be able to use the next ability
You may play the top card of your library. If you cast a spell this way, pay life equal to its converted mana cost rather than pay its mana cost.
This part allows the player to effectively "top deck" and play any card from the top of their library in exchange for life. 1 life for 1cmc. Not much to figure out here.

This part is actually irrelevant to what happened. More to the point, it's an optional thi g the player can choose to do. Since Citadel is not tapped in the image above, it is clear they have not yet activated the ability. Ergo, I had not brought it up.
Oops... I completely forgot about Ayra's ability. Depending on the order your opponent dropped the creatures, it would be very easy to gain back the three life they lost to your Borrower.
So I'm not changing my original assessment at all, they didn't cheat.
I implore you to read the cards using something like Scryfall.com or WotC's Gatherer.

I also just realized why Season of Geowth is there and it's brilliant. Scryng away your lands after every creature let's them dig even deeper for that critical card. Never would've thought of that if I didn't see it.
I'm guessing Bola's Citadel was cast first? Bolas Citadel has the following text (I bolded the relevant text):
