Its a shame too, because Brawl is a format where I live that didn't get much traction (was hot for like a month, and then everyone just went back to focusing on EDH), and my Admiral Beckett Brass deck is just sitting around collecting dust.
Meanwhile, you have a platform that's freaking built on Standard-legal only cards, and pushing new ways to play, and yet they don't use that platform to push their new format.
I don't even know if we need multiplayer. Just a nice heads up Brawl system would work fine too.

It seems like War of the Spark would be the perfect time to introduce Brawl to Arena, with all the new planeswalkers and legends coming out. Hopefully WOTC takes advantage of this opportunity.

Quite honestly I really can't tell what you're trying to say here. Of course EDH doesn't exist in Arena.
As far as I know, the concept of a command zone (as well as color identity, but that should be minor) does not yet exist for Arena. I fully expect them to implement it sooner or later, but it's probably not that high on their priority list. The game technically still isn't fully released and they have some other stuff to fix and implement properly, like an actual friends list.
On the other hand, they just did card styles that shouldn't have been that high of a priority either, but it's somthing that directly nets them money.
However, if we get brawl as a play mode, it will definitley be limited to 1on1. Arena is just not build for multiplayer magic and it would need severe changes to it's core architecture to allow it (and wizards stated repeatedly that they have no intentions to do so).
They're just really slow at making updates for the game. I think it'll be implemented at some point, but I wouldn't have high hopes for playing it any time soon. I mean, they don't even have a proper friends list yet.... in an online game.... where you play head to head...

Brawl is pretty dead as format in an environment where Commander exists, but I think it might become pretty popular in Arena, where it would be the next best thing possible.
It would probably be better to limit it to the full arena cardpool instead of following standard rotation though.
Have you ever gone back to look at sets after they rotate and all the cards are worth 1/4 of what they were when standard legal (except for a handful of modern staples). Why have a mini-EDH format with only the most overpriced cards legal? It was the catchiest of cash grabs and I'm glad most people saw through it and stuck with EDH and its massive card pool.
It could work on Arena, they already have singleton weekends, though, which is close enough. If I never hear about Brawl again, I'll be happy.

That's kinda the idea I have at my local game store too. I had fun playing it before rotation and have Bolas as my commander, but you always think "why play this when I could play commander?"

I think they should make a digital version of Brawl, but with all sets going forward being legal. I remember hearing they are going to make a format for Arena that will be every set that's been on Arena so I think they should just have it be the same for Brawl.
