I had read through the TOS early on and could not find anything that prohibited having more than 1 account (I was looking because I have more than one account).
As peteroupc says though, this really should be in a different forum (probably the one for Magic Arena) and not Rulings.
I'm a former judge (lapsed), who keeps up to date on rules and policy. Keep in mind that judges' answers aren't necessarily more valid than those of people who aren't judges; what matters is we can quote the rules to back up our answers. When in doubt, ask for such quotes.
From a practical perspective, what would the benefit be? You can't BST cards. Purchases on one can't transfer. Is there some ranking manipulation benefit to be had now that we can choose opponents?
Allows you to redeem codes such as "PlayAllegiance" on each - so you can get 3 packs per account per code.
The same is true for cards that redeem for a sealed event.
Allows you to use starting wildcards for a different deck other than the deck you have used in your main account. If you aren't a good player, and can't "Git gud", you can make a new deck easier with a newer account.
Allows you to redeem codes such as "PlayAllegiance" on each - so you can get 3 packs per account per code.
The same is true for cards that redeem for a sealed event.

Another benefit from multiple accounts: Multiple gold quests per day. I was considering starting another one because I was also considering starting a Youtube channel, which I decided against.
Obviously 2 accounts would require a lot of time to play. However, had I known all of the nuances of MTG Arena before joining about 6 months ago, I might have started 2 just for the ability to put different decks on different accounts. Would make bo3 more appealing to me.
I personally got over 4 accounts since the beta and still use them. Mostly to just focus on certain modes and decks with different accounts. You can skip the tutorial, though this isn't guaranteed as sometimes you will be forced to go through the tutorial duels.
