With his fiery throat, hands, and so on, I'm guessing he might be from Regatha. No real evidence to support this, but I don't think he's from a plane we've visited (Origins notwithstanding), as he just doesn't look like other minotaurs from already-released cards.
Regatha came to mind with the whole lava thing, but I didn't know if Regatha had Minotaurs or not.
It and Vryn should get their own sets in the future IMO to round out the Origins planes. A visit would also bring the Order of Heliud back into the story.

He really does look a bit like Minotaur Explorer, though, which is why my money is still on Dominaria. And I do think it's significant that the Dominaria block is next. It would make sense for them to have a character connected to it from the immediately-preceding story, to help new players connect with it.

If some theories going around that Liliana is Bolas's unknown associate (timeline issues notwithstanding) have any truth, Angrath wouldn't necessarily have to be from Dominaria. Still, I do think that's the best bet.
Just theorising here: Angrath is an agent of Bolas, and here are some points explaining why:
We just finished a set recasting Nicol Bolas as the main villain and setting up a possible future big battle between his forces and whichever plane he chooses to invade.
Nicol Bolas already has 2 planeswalkers working for him: BU Tezzaret and UR Ral Zarek. Having a RB planeswalker would complete the BUR triangle.
The golden city could be either too elusive or too effort-intensive for Bolas to search for himself (or just beneath his effort when he can have someone else find it for him).

Why would he send Vraska (and probably Jace too) if he already has an agent there?

It think it's much more likely that Angrath is independent. It would be a weird duplication of roles if Bolas already had somebody on Ixalan before sending Vraska, and even if he did, you'd expect him to tell her about it as part of her mission (either to team up with him, or else to take him out if he's gone rogue).
Now, Angrath could very well get recruited by Bolas as a result of this storyline, especially if he's present when the showdown over the Immortal Sun happens. I wouldn't be at all surprised if he ends up tipping the balance in favor of Vraska in the big final scene. Or, if Vraska decides to betray Bolas in the end, Angrath could end up grabbing the Immortal Sun and completing her mission for her to curry favor with NB (or simply to finally get off Ixalan).
I literally first read Vraska's story archive after I posted this... so I am now unsure of Angrath's role. All that can be inferred is he comes from a plane with Dragons in it. Could be anywhere...
I definitely Angrath is gonna end up working for Bolas, though I doubt he works with him already. But he does seem pretty pissed about being trapped on Ixalan as we can see in Hijack (http://gatherer.wizards.com/Pages/Card/Details.aspx?name=hijack), and it wouldn't surprise me if he stole the Immortal Sun. Also, since Dominaria is the next block, it would make sense that that's where he's from, especially since both minotaurs and dragons come Dominaria. Hopefully we get a story spotlight about him soon, though I don't expect one till rivals
He isn't necessarily from a place with dragons. Just been to a plane with them. Granted most planes have dragons. Also the next plane being Dominaria doesn't mean Angrath is from there either since that's provably where Ajani went for help against Bolas after Aether Revolt. I suspect that Lili will catch up with Ajani there and tell him about their disaster and beg for help saving Jace.
5) What plane is Angrath originally from, and why did he travel to Ixalan?
Magic Story Team: Angrath was a family man on a plane we haven't been to yet. He has two adorable daughters, and whenever he wasn't at work as a blacksmith he would travel the Multiverse to bring them back presents. He went away on a weekend holiday years ago and ended up on Ixalan, and when he tried to return home he could not.
The part about being a family man on vacation sounds like a joke, but I'm sure it's just an overly glib way of restating the actual, serious story.
Very interesting - the phrasing "plane we haven't been to yet" makes me think that it's a plane that R&D plans to visit rather than one that's simply unknown with no specific plans related to it. Also, young Minotaur calves are probably really cute.
Wow Angrath's backstory..is pretty much perfect. Started as Mono-Red, got stuck on Ixalan away from his family and..went a bit nuts.
And the blacksmith part neatly explains why he has a huge damn chain for a weapon.
The story, from Huatli's perspective, did point out that he had the body of a blacksmith. We had no idea how literal that was.
As a Wheel of Time fan I can't believe I didn't ping into that phrase when it first came up, one of the Central characters was a Blacksmith and his Body Shape was pointed out often.
