As seen in Angrath's Marauders flavor text, he seems to be a planeswalker currently stuck on Ixalan and pretty mad about it. Has there ever been a mention of someone with that name before or is he a brand new character? Do we know anything about him beyond this single mention? Hope he will get a card in Rivals so we get a pirate-themed walker in the right colors.
It's almost certainly Tibalt's pirate persona. Anger plus Wrath = Angrath, to fit in with the likes of Captain Rage and Storm. Color-balance wise (and because of Dragonskull Summit) 'Angrath' is black-red. One of the Magic Story Podcasts on Commander talked about Tibalt. Plus, Maro has talked about him quite a bit, and mentioned he'd be black-red if he came back.
There's no concrete evidence of that. For all we know it's just some guy who 'walked to Ixalan and the inability to leave drove him mad. Also, why would Tibalt use an assumed name on a plane full of people who didn't know him?

I certainly hope it's Tibalt, since I think it would be wonderful (and likely hilarious) to bring him back, but I'm not prepared yet to say that it's "almost certainly" him.

Well, we did get some neat Minotaur support recently, and in the right colors. Come to think of it, Angrath being a BR Minotaur Pirate Planeswalker seems pretty likely.

Yep, the Tibalt Theory is busted. So, on to the next one! Where is he from?
Angrath sure sounds similar to Dominarian Talruum minotaur names, like Tahngarth. On the other hand, he doesn't look much like the Talruum Minotaurs that have appeared on cards -- maybe a little bit more like a Hurloon Minotaur, with somewhat light skin and red hair like Minotaur Explorer. He has some facial markings, but those look more like scars than tattoos.
Angrath being from Dominaria would be wonderful for inter-block story synergy. And considering that his accent was mentioned as sounding odd and off to Huatli, it's possible that Angrath isn't his actual name either. It might be a Kytheon/Gideon situation where the locals just heard his name wrong.
My own personal hope is, if Creative was being really sly, Angrath could even be some kind of title that is passed along. Just like a certain other "Dread Pirate _______" that is well know in pop culture.

What about the symbols on his armor? Anything we can make out from those?
There are Boros minotaurs that also use fire magic (Blaze Commando and Boros Reckoner most obviously), and there are Ravnican minotaurs that aren't affiliated with the Boros Guild (Minotaur Aggressor is guildless, and Ordruun Veteran's father was Gruul), so a black-aligned pirate minotaur from Ravnica wouldn't seem to be out of the question. At this point, my money would be on either Ravnica or Dominaria. I kinda hope for Dominaria, as a little appetizer for the next set.

The biggest issue with this theory (beyond "why didn't Tahngarth's spark ignite/get hinted at at any point during the Weatherlight Saga") is that they honestly look nothing alike. Post Phyrexianzation Tahngarth is the closest to a four-horned minotaur we've seen so far, but they're oriented completely differently from Angrath's, and his coloration is obviously very different. I think it's far more likely the name is a in universe or out of universe homage, than any attempt to imply that Tahngarth is Angrath. That's not to say that Tahngarth might not be alive when we revisit dominaria, which would explain Maro's caginess. He did live through the events of Invasion, and it's possible the mutation he picked up in Rath may have increased his life span greatly.
I'm going with Theros for his origin, as an apprentice to / disciple of Purphoros.
"He had the body of a blacksmith". Aesthetically, he's not too far from Theros minotaurs. Minotaur tribal was a subtheme of Theros, in BR (Angrath's likely colours)

4) When Vuel went to Rath, and was corrupted by the phyrexians he became Volrath. Tahngarth was on Dominaria when the phyrexians overlayed Rath onto it and the phyrexians attempted to corrupt him but it was believed they failed. Which means it would make sense for him to change his name to Angrath.
5) When the war for Dominaria ended, the Phyrexians were believed to have been defeated, but Karn carried a little bit of the oil to Mirrodin where it hid on the plane and rebuilt itself and began the fight which ended in the plane becoming New Phyrexia. What happened to Tahngarth? He and Sisay were built a new ship called The Victory and left for adventures on other planes. This set has vehicles, Which is exactly what the Victory would be if it were a modern card.

3)This is very forced, just go with what others are saying, they sound/look enough alike that it would make sense for one to be inspired by the other.
4)If he didn't change his name right away why would he change his name years later?
5)He may or may not be dead. One of the best pieces of evidence that we may one day seem him again, but he should be dead based solely on the passage of time.
6)I don't even know what this one is. Angrath is trapped on Ixalan because it is Ixalan, not because of anything with Angrath. And because Tahngarth wasn't a planeswalker before this is actually the strongest piece of evidence against them being the same person.
Overall you have a small amount of evidence saying we could see Tahngarth coupled with slightly more evidence that Angrath isn't Tahngarth and you've combined them to say the opposite of the second set of evidence.
With his fiery throat, hands, and so on, I'm guessing he might be from Regatha. No real evidence to support this, but I don't think he's from a plane we've visited (Origins notwithstanding), as he just doesn't look like other minotaurs from already-released cards.

I know Boros Reckoner has two sets of horns, but they don't look like Angrath's.
Reckoner's looks like they could be part of his helm though.
