Bolas is probably looking for someone, maybe another planeswalker in hiding. Or maybe he's trying to find a way to break into a plane. I remember reading something back during Alara(?) when Bolas was in the Blind Eternities and came upon a plane that had these two ladies that appeared to be sisters or something. Anyway, they bar Nicol Bolas from entering the plane. I could be just imagining this because I didn't find anything on the wiki.
I think you mean The Sisters of Flesh and Spirit. They're basically the tag team of Michiko Konda and Kyodai, the spirit that was inside That Which Was Taken.
They're the guardians for Kamigawa, and are powerful enough to block planeswalkers they don't like from entering the plane.
People are totally missing the obvious next step in the Nicol bolas plan for multiverse domination:
Your Socks.
I mean, think about it. After the events of Rivals' "Sabotage" it is obvious that Bolas wants to attack Ravnica. He has all the tools to do it (Planar bridge, eternals, immortal sun) and Jace found proof that it is his motive. I don't know why Bolas is going to Ravnica or what will happen on Dominaria, but he is definitely heading for Ravnica.

I think there is something he wants on Ravnica which might have something to do with reclaiming his old omnipotence. MTG story mentions that he lost pieces of himself across various planes when he battled Leshrac ((Ravnica, Kamigawa, Mercadia, and Ulgrotha) including Ravnica. Whatever it is, I think Azor was preserved on Useless Island for a reason. I think that the story will involve Azor being returned to Ravnica and taking over from Jace as living Guildpact (maybe by turning Tezzeret with the perspective of freedom from Bolas). Azor then wielding Ravnica's inherent hieromancy on a power level over 9000 will then probably play an important role in the eventual defeat of Bolas. Perhaps trapping and binding him in Agyrem? Where only Ugin, being a spirit and all, can visit him?
