I am not sure if people are aware of this, but there is a possible leak about Taigam. The mechanics of the cards made me suspect a backstory that he is to belong to the Mardu before joining the Jeskau.
Rebound is a Jeskai Mechanic, but is 'turned on if you have attacked this turn' is Mardu. I grant, Mardu usualy cares about a creature attacking, while this cares about itself attacking.
We know the Jeskai takes in other people from Humble Defector. My theory is hat Taigam used to be Mardu before training with the Jeskai. Perhaps this can also explain why he was a defector in the original timeline as an act of rebbelion. Dragonlord Ojutai is more of a figurehead then the mere human Narset, Enlightened Master ever could be. Betraial is a very Sultai thing I feel, so this fits perfectly.

While there's no evidence that he was ever Mardu, in the Khans of Tarkir timeline he had defected to the Sultai. In the current timeline, he stays with the Jeskai, so if anything, this could hint towards what could have been his path.

But I agree that his ability is reminiscent of Raid.
