Hey, ok, so, we "all" know that Zendikar Vampires are the same "species" of Vampire because Vampires didn't exist before Sorin showed up and Sorin has a bad habit of turning people into vampires to use them as guides instead of just asking for directions, so we know that Black mana at least functions the same in both planes.
So my question is "if non-PW Vampires from Inistrad can exist on Zendikar, then, since Werewolves are basically made by shoving massive amounts of Green Mana into someone, could Omnath, who is basically made of Green Mana, make werewolves?"
No, Zendikar vampires are not the same kind as Sorin. They're now established as some sort of Ulamog drones that gained sentience. Even before that, they can reproduce by themselves and produce nulls, things Innistrad vampires can't do.
Werewolves are not just Green mana shoved into someone, or else there'd be werewolves in every plane. Innistrad lycanthropy is caused by a curse that infuses a human being with "the essence of the wild", hinted to be casted by the now extinct elves. It's so unique that Arlinn Kord's shapeshifting is thrown off the wack when she's offplane, making her fixed on one of her forms.
As far as it's known it can't exist outside of Innistrad. Dominaria and Ulgrotha had werewolves of their own, but these were entirely different beings and likely non-canon now.
Was discussed in these forums previously, I believe. In essence, Brady introduced the concept of extinct elves, it became canon some time before this block, and there was a hint to lycanthropy being an elven curse in the artbook, I think
I'm curious as to what might have happened on the plane Arlinn walked too when her spark ignited. What plane it was. Whether she might have spread lycanthropy there. Whether that's even possible, or how it would manifest if it were possible. Etc.

Honestly I agree that it's highly unlikely. I mostly just think it would be a nice way to support the werewolf tribe without having to wait for returns to one specific plane, or dealing with the complications of integrating DFCs into other sets. Because with werewolves being DFCs, it's equally unlikely that we'd ever see them in supplementary sets as is either.
It's just annoying that out of all the Innistrad tribes ONLY werewolves lack extra-block support. And even intra-block they've now suffered considerable upheaval (mechanically, flavorfully, or otherwise) in both Innistrad blocks.
