Obligatory werewolf mention: when we were last at Innistrad, the names Skaharra, Tovolos/Tovolar and Ulrich were all dropped, each the respective leader of his/her pack. Assuming the effects of the Cursemute weren't altered, I'd assume they're all Wolfir now. They're not exactly major characters but they're worth noting with Shadows Over Innistrad on the horizon.
The Cursemute wasn't compulsory, it was voluntary. It only worked on werewolves who wanted to be cured. Meaning that all the werewolves we saw back in the original Innistrad block who liked being werewolves are still werewolves.
Huh, I had the impression it was a "become a Wolfir or die" situation, but it's been a long time I've brushed up on AVR lore. Thanks for the catch.

Characters who are represented on cards but don't have their own legend or planeswalker card count as not having a card for the purpose of this thread.
From the OP. Besides which, much like Sleeper Agent - it may partially represent the character but it isn't a Legend so for the purposes of this it doesn't count. If it can't be a commander, it doesn't count, basically.

She came and offered the cursemute, and all the werewolves of Gatstaf were transformed to Wolfir. Elsewhere, we know that it transformed Garruk against his will but didn't stick.
Doug has confirmed that it seems to be that werewolves are a thing of the past on Innistrad.

No you're right, that's absolutely true, but Doug's blog post was as of six months ago.
I'd prefer it if all the Werewolves weren't changed, I was just quoting what Doug had said. I can't see them returning to Innistrad without Werewolves.

Regarding Turg, I know he used electricity, but that was due to his bond with Laquatus and the impact the bond had on his mind. Turg was able to learn magic outside anything he could have learned otherwise. His natural powers were geared toward stealth and camouflage. The card Anurid Brushhopper seemed like a nod toward Turg's species. So if anything, I could see him as Green and Blue and having a 'cannot be blocked' ability.

For anyone who wants to refer back to EXACTLY what we heard about the Cursemute (as I certainly did during this discussion), check here - though I fear Jay is right, and the renegade weres got retconned. At the least, you'll see the reference to "other lands beyond the great seas harbor[ing] exotic species of lycanthropes," which I would love to see expounded upon. Nautical Innistrad forever!

The Turg we knew totally did have that link to Laquatus, though - right up until he died, anyway. The Annurid is probably a good model for Laquatus-less Turg, but I want the full deal, lightning and all.
Then again, re-reading Odyssey, I think the Blue characters' color identities are kinda questionable anyway, so maybe there's a way to mechanically represent that lightning in mono-Blue.
I have yet to read the Homelands comic(I can't find any good scans at all) but Feroz's history on the SalvationWiki makes him out to be a very UW character to me. Although, his Wizards' School does also produce B. Regardless, just from what I know, I think he's an interesting character with his aversion to creature summoning and his defense of Ulgrotha. I'd like to see a card for him.
He was White/Blue. The school based on his teachings, however, did gradually incorporate dark magics, though both White and Black remained second fiddle to Blue.
Not a major character, but of all the card-less characters, I want to see Arixmethes printed above all else. He was sought after by Kiora, is to Thassa what Polukranos was to Nylea (and what Thraxes is to Purphoros) and has Theros myths about him. As the mightiest creature of the Theros oceans, larger than Kozilek himself and literally a living Atlantis, he is a very compelling creature to me. And since he is second only to Taigam in the Blogatog poll of characters favored to receive cards, I think he should be mentioned in the OP.
I don't mind how large his casting cost is, and wouldn't mind. Power should not be an excuse not to print cards. So make it cost 15 CMC. Make it 20. Vorthos are not concerned with casting economics or playability. I just want this card to be made, be as massive and absurd as it should be, and I'll spend the whole EDH game trying to just get it out if I must.
Same with characters like Yawgmoth. So make it cost 98BB. No one cares. Make it busted and ban it in EDH. Vorthos can make house rules and enjoy the card anyway. I mean come on WOTC, you claim casual Magic is the biggest market and then flat out punish us for loving it

The problem with that is that the Falkenrath progenitor is long dead. In Dack Fayden comics, there was mention of the house being ruled by two individuals, but no name was given else than "baron von Falkenrath", whose butt Dack kicked (thanks to the Ancient Fang dagger).

Why? Only a comparattively small fraction of all relevant character sin Magic have their own card.
