Pretty much why I used "comparatively." The only planes I can think of that're safer to live in than Ravnica, while also having as high a standard of living is Kaladesh or Fiora.
I think people have an unfortunate tendency to compare conditions on planes or the morality of groups to the real world, rather than other planes or groups. Ravnica compares favorably to the real world in the 19th century, which is about their level of development.

I still think Kozilek is on Zendikar. I have no idea where Emrakul went, but I kind of hope we get traces of her before we actually find out where she is. Like we'll here about planes that have just ceased to exist, and because Ula and Koz are accounted for we'll know Em is responsible.

In all the Merfolk UR they mention stories of Ula and Cosi. Mainly Cosi tricking Ula for Cosi's amusement or gain. If it isn't foreshadowing I don't know what is.
So Kozilek is still on the plane underground most likely. So what is the trick? Perhaps it's merely letting Ulamog go unchecked to see what the Zendikari do. So once Ulamog is locked into the hedrons Kozilek knows the threat and is able to avoid it/fight around it.

I agree that the stories are foreshadowing, but exactly how I'm not sure. Kozilek's title is Butcher of Truth after all. It sounds like the hedron network in its damaged state cannot imprison all three Eldrazi titans. Kozilek may understand this and is laying low so that Ulamog gets imprisoned and the Zendikari do not have the resources to imprison Kozilek.
Kozilek is still on Zendikar, the flavor text from "Kozilek's Channeler" hints at it, and also in the fatpack booklet thingy it specifically sais Emrakul left the plane but leaves Kozilek's whereabouts a mystery.

So now that Kozilek has been confirmed (a little late, I know) what's everyone thinking as far as where we will see Emrakul next? The SOI theories sound plausible to me.
I would honestly rather it be a new plane.... or Dominaria *is a sucker for that place* I dont think it would really fit in any of the other places. The big bads dont really just show up ya know they are kinda built up through out a block. I think it would make more sense to go to a new plane *or perhaps they would trick Emrakul back to Zendikar if the place survives*

SonofaBith - Wizards was so excited about making the packaging for Modern Masters 2 recyclable, they decided to make most of the rares and all but 1 of the UC's recycle-bin ready too. Convenient!

Emrakul is probably "Reserved for future use". Since we're now in the 2-set-per-block paradigm, it would have been awkward to have Ulamog be the lone evil overlord of BFZ, and have Kozilek and Emrakul together in the second competing for the spotlight.
I don't think they will reuse Emmy for SOI, since it would hurt the wow factor of Eldrazi titans if they begin to show up a bit more often.

I do believe Kozilek is in the core area, much like how Mirrodin has a hollow core area, and is feeding/spawning there.
