Anyone care to brainstorm an explanation for his characterization there? I mean, it's easy to disregard it as being an old story we shouldn't focus on, but the inner Vorthos is about doing mental gymnastics to justify everything ever.
Or you know, this was during the time rifts and Ugin was randomly torn from his time stream and in all the confusion thought that perhaps the people before him meant harm towards him? How would you react when you're all of a sudden in a different world and three people are standing before you, one a putrid cyclops, one a powerful mage (obviously not powerful enough)? I mean, if I had been Ugin I'd probably ghostfired them all too.
Could this one be an alternate-reality Ugin? This was the time of Planar Chaos, after all.
I wanna say this was brought up during Zenikar and I think that was what they where going with.

Hasn't Ghostfire basically been retconned already? They changed the Eye of Ugin from something bestowed to people to the Keystone of Zendikar.
Just as much as something from a possible future that may or may not happen, ending up not happening exactly as previewed, can be considered a 'retcon'.
Seriously, it does not take a rocket scientist to understand that this was written when the grand total of characteristics of "Ugin" was a "spirit dragon who breathes an invisible fire". They just took the flavortext and made a story out of it
Even far before when the idea of "Eye of Ugin" being a cave. And Ugin being a benevolent dragon planeswalker.
They did quite a good job to weave the ghostfire reference into the Tarkir story, but that does not change the fact that this is essentially a noncanon story.

Time rift to the past, prior to Ugin's then death. Ugin happened to be doing an experiment on what happens when you light mortals on fire. Turns out they just die.

So, it's either Alternate Ugin, or another dragon going by that name. Heck, it might be Bolas (either our timeline's or another) using the name of his then-fallen foe as an alias.
