The idea is great but truelly I believe we are going to see something else, for Sliver's are just incapable of breaking the hive, only the queen or overlord is allowed to do so and have their sapient self be supreme.
I believe what we will see is that a fossil of a sliver was found, simular to the riptide project, and someone, a mage more than likely, started to do some bioscience (Think of simic but just more evil) And fused himself with sliver, the magic from it was so intense that his spark ignited and what came out after was a new lord, a sliver lord whom was completly sapient and free of the mind, but he himself now makes a new mind for which he will control these new 'human-like' slivers.

They made Bolas a PW in M13 so it's not like it's an impossibility, it just seems very unlikely. If there was some way they could involve them in Theros then we might see a PW there, but again, that's also unlikely.

Hence the "NEW" part of my phrase, Bolas was an already existing character. R&D mentioned several times they wanted PW to be tied with the story, and since Core Sets don't have a proper storyline, they prefer not to introduce a new PW in it.
On the other hand, maybe this Core Set WILL have a storyline, and introduce a new PW, but it's kind of unlikely (plus, they would introduce Ramaaz, the "vilain", rather than a Sliver-walker).

Bolas i think we wont see for awhile tbh maybe after theros when we go to shandlar or w/e its spelled. I believe that set will be a time arc thing... itll be weird maybe possibility of snow returning
