If the guildpact is to be restored (per the gate message), that would necessarily mean that the whole "maze winner gets supreme power" thing is a lie. Not really a big surprise there.
What seems most likely at this point is that the maze is set up so that the 10 champions running it is somehow magically equivalent to whatever the original paruns did to establish the guildpact.
Granted, this seems kinda pointless now that it's known how to destroy it.
What's really weird is that the conclusion to the story, whatever it ends up being, doesn't seem to be reflected on any of the cards. Unless we've all missed something.
They're probably trying to keep it a secret until part 3 of The Secretist comes out.

The problem is that it makes Jace unusable everywhere else. He'd be forever tied to Ravnica, and that's really squandering a resource. Just look at what happened with Ajani, the poor guy.
It might be nice to keep Jace out of a block or two, then bring him back... though that's probably wishful thinking.

Except that's exactly what they've been doing. The blocks he's been in were Lorwyn (He didn't even appear in-universe), Zendikar (He followed some ginger girl with glasses and ran away from some eldritch monsters), and Ravnica (Lets be honest here; did he do anything other than look under some rocks and maps?).
So he appeared in Lorwyn. Wasn't in Shards of Alara. Appeared in Worldwake. Then we didn't see him for two blocks until we had him in Ravnica.
I think that counts as a break for "a block or two". He has literally taken breaks for one and two blocks.

There isn't anything at the end of the Maze, and the maze can't really be solved in the manner the guilds are wanting to solve it. Each guild is thinking the same thing "Run a person through each of the guildgates, stop the others from through your gate."
There is no way a single guild can defeat the other nine, who would unite the very minute a champion is one gate from the end. The only way the maze can be completed is if the ten guilds run the maze together.
So of course, Jace will solve it in The Secretist Part 3. The guilds are supposed to realize they can't run the Maze alone, and create a new Guildpact. Instead Jace will finish it, discover the deception, and the Guilds will have to decide to make peace or go to war with each other.
As for why nobody knew of this before, three people probably did: The Azorius Parun (Who likely predicted the Guildpact would eventually fall), Niv-Mizzet (Who built the maze and then erased his memories (or is leading us on) as to build tension), and Szadek (Who has never wanted the Guildpact in the first place, because his guild benefits from tense relationships between the guilds, and his likely enemy in the Azorius)

Why do I like posting in lists:
1. It allows me to express multiple thoughts without a need to write an essay or make multiple posts. 2. I tend to have multiple thoughts at the same time. 3. Having the right first opinion is sometimes more glorious than having a grammatically correct second opinion. 4. It allows you as a reader to pick out the most erroneous point and counter-comment, allowing you the chance to express an opinion and look like a sensible person when I sound like a dummy.
On Varolz, he, like Teysa, has out-competed a guild of chronic backstabbers, if that helps increase his odds. (Remember, in the original Ravnica block, we see the Golgari guild leader change twice due to the death of the previous leader. And the guild hall was the tomb of the leader before the Sisters.)
I'd like to think Ruric Thar, just because 1) he was the first legend previewed, 2) his rules text made me coin the phrase "EDH-relevant damage" (I know, I know, CCG Importance Dissonance, see also Tandris, Emmara), and 3) most relevant here, it would fit the whole storyline for the Gruul, who have been less relevant to the Ravnica storyline than the other guilds. (The Gruul wanted to bring down the Guildpact, but the Dimir succeeded, with a little help from Agrus Kos, of course.) Magic's all about conservation of detail, right?

Card advantage is not the same thing as card draw. Something for 2B cannot be strictly worse than something for BBB or 3BB. If you're taking out Swords to Plowshares for Plummet, you're a fool. Stop doing these things!
I know that the race's result will be in the final part of the novel, but isn't this a little silly? The vast majority of players don't read the novels. So basically the entire block leads to the Implicit Maze and in the end...almost no one will know the result?
It's ridiculous. The result should've been in the set, leaving the full consequences of the race as a cliffhanger for the next Ravnica block, like what they did with the Eldrazi.
