So, I'm currently reading WAR and it seems like Angrath is a good guy here, smiting undead with his chain. Angrath, Captain of Chaos - Why does he amass - make more zombies come to your side to help you?
I believe that the cards were designed first before they put Planeswalkers to them.
The amass can work with Angrath because one of his powers I believe (which he uses in the story and can be found on his previous card) is that he can steal creatures. So think of him not amassing zombies like Bolas but stealing those zombies instead to work for him.

This. I believe it was either on Blogatog or the Mothership where this was mentioned. For most of the uncommon walkers, they designed the abilities first and then decided who to put on the card.

Well its is "partially" his thing as seen with Angrath, the Flame-Chained
Would wanna see a "Zombie Army" token with some flaming chains as being part of Angrath's army
