I really wanted to see some non-dinosaur, non-pirate tribal legendaries: for example a human that buffed your dinosaur (maybe the emperor) and a shark/crocodile that ate pirates to grow. But i don't think we'll see them

And then only 19-15 naya dinos? I hope not.
First of all that would be 59-55 naya dinosaurs all together from both ixalan sets with just the mere 8-12 BU dinosaurs that sounds like splash to me and not to mention this includes elder dinosaurs (blue, black and 5-color) so really the prediction is 5-9 the guess is based on wizards making the missing colors of the 5-color slightly stronger
Secondly it's just a rough guess it's based on math. we might end up with more dinosaurs in RIX maybe 15-17% are dinosaurs in this
To clarify 29-33 dinosaurs in RIX and probably just add 1-2 more BU dinosaurs to the guess.
And third of all I will be udder shocked if we don't get dinosaur creature cards outside ixalan in future sets. (not as often as dragons/demons/angels/hydras/sphinxes.)not to mention we got another wave of older cards that might get the dinosaur type coming.
I'm on board with the three headed Dino being Naya and being symbolic of the three-fold sun.
Also looks like we got Kumena art.

Aw men, another legendary nayasaur looks cool, but i'm kinda liking Gishathat the moment... i hope i won't already have to replace him as a commander
I hope its a more mechanical based but still plays well with the other dinosaurs vs the very tribal Gishathat (Nazahn or Mirri vs Arahbo for an example). That way you can switch between them when you want. ^.^

I've updated the original post in light of the six elder dinosaurs being confirmed recently and art for Kumena and Elenda being revealed on Ultra Pro products today.
Outside of the six dinosaurs, Elenda, and Kumena, I'm skeptical that we get any other legendary creatures, this being a small set and all. I'd love to be proven wrong, though. It's a shame that the elder dinosaurs are taking so many legendary creature slots, especially with so many other characters without cards who are actually sentient. I guess that's what Commander sets are for.
Here's another hope/prediction of mine: Kumena's card will interact with the "city's blessing" mechanic in some way. It's a flavor home run since he was almost certainly the first one to get there and capturing the city is his primary goal. And the only other direction to go with a legendary merfolk that fits the set's themes is merfolk tribal or +1/+1 counters, both of which have been done to death in GU, especially the latter in terms of commander options. After Tishana turned out to be Zegana 2.0, it would be refreshing to get a GU commander that actually opens up a new archetype in the format rather than retreading old ground with yet another GU goodstuff or +1/+1 counter commander.
I'm curious. Why have we been seeing Huatli plastered over so many RIX products? It's not like she's getting another card this set, and unlike Chandra on the Aether Revolt packaging, she's not the central character of this block (...is she?)
As for the Huatli/Kumena binder art itself, I think both of those pieces will feature on noncreature spells. Huatli because duh (if it's card art--but I think we can assume it is, if the Kumena art is also on a card), and Kumena because, while it certainly captures his stature, it hardly looks like legendary creature artwork. Have we ever had a legendary creature depicted in profile before? For a card depicting a story character, the art director would surely have had the piece revised with a clearer look at Kumena's features,
That Huatli art, though, is interesting. Perhaps it depicts a story moment? It's weird not having the set's key art on the Ultra-Pro binder. Why the change, I wonder?

We did see his face already on Overflowing Insight, if that's any consolation.
As to why they're putting Huatli on so much art, it might have something to do with the fact that she's the only person from the Sun Empire who's actively participating in this race for Orazca, and if that three-headed Dinosaur is really the avatar of the Threefold Sun, who else but the Dino-centric planeswalker from the Sun Empire would be interacting with it in any significant way. She might also do something more important later on when The Immortal Sun comes into play.

Unless we're told that there were Sphinxes native to Ixalan all along but they were hiding in Orazca, it's reasonable to assume that the Sphinx is a planeswalker.

But pirates already have two legendary creatures (Brass and Storm) and three planeswalkers (Jace, Vraska, and Angrath) so I wouldn't be too surprised to see them get shorted in this set either. Unlike the other factions, the pirates don't have any characters that are super relevant to the main story that don't yet have cards. There's no way that we don't see Elenda, Kumena, and elder dino cards. Pirates could get a new legend, it's just less of a guarantee.

It might be a hydra in the same way as O-Kagachi, Vengeful Kami: a giant reptilian monster with multiple heads that is a hydra in every sense of the word but doesn't have hydra as a creature type.
"Legendary Creature - Elder Dinosaur Hydra" would probably be the most badass thing I've ever heard, but it might not fit on the type line.

They've been kind of inconsistent with their willingness to shrink text to fit longer type lines. They used compressed text to fit "Legendary Artifact Creature - Human Wizard" on Sen Triplets, but later they made Breya, Etherium Shaper and Silas Renn, Seeker Adept humans rather than human artificers so that they wouldn't have to used compressed text. Only a few months after, they brought back the compressed text for Neheb. They probably could fit "Elder Dragon Hydra" on a card with the type of compressed text, but whether they decide to do it or not is anyone's guess.
Another consideration for this card (and O-Kagachi, Vengeful Kami) is that they might think that putting hydra on the type line undermines the flavor of the card. In O-Kagachi's case, it was important to convey that he was a dragon and a spirit. A hydra? Not so much. Even though he might look like a hydra, hydras aren't really part of Japanese mythology nor very important to what O-Kagachi is so it probably would have just muddled the message. Similarly, with this card, they might choose to omit hydra from the type line to emphasize the creature's dinosaur-ness over its hydra-ness. There's also the fact that the card is (sort of) part of a larger cycle of elder dinosaurs, and it would be more aesthetically pleasing to have them all have the same creature types (although if any of them should get a unique type line, it should be the multicolored one).
I guess what I'm saying is that you could make an argument for either side - elder dinosaur hydra or just elder dinosaur - but we'll have to wait and see which one they actually decided to go with.
Just because a creature has more than one head doesn't make it a hydra. The defining feature of a hydra isn't multiple heads but multiple regrowing heads. No one has ever thought of Cerberus or his little brother Orthus as hydras.
