So we know Kynaios and Tiro lived during a time when Theros was tyrannized by archons, including Agnomakhos whose empire became Meletis. We also know that they fought him and won to found and eventually rule Meletis.
In the PW Guide to Theros it's said Ephara granted mortals the magic to defeat Agnomakhos and found civilization.
Could it be possible that the kings lived at a time in which Ephara was actually first born as the god of the Polis? That she was imagined or dreamt into being during a time such a god was needed, and existed since? I just wonder if the kings are actually some of the most ancient mortals on Theros we've seen, and how they related to the timeline of the gods.
Well, myths are a tricky thing on Theros. It could be that the Ephara we know of today did not exist back then but was merged with another entity which indeed gave the mortals civilization. It could even be that Ephara had nothing to do with it, but myth passed it down as if it was, and thus it became retroactively true for Ephara. It could be that Ephara was originally the goddess of peace through law but only later became the goddess of civilization as a whole and the patron god of Meletis.
Or simply Kynaios and Tiro are champions of an already existing Ephara God of the Polis and she gave them magic to fight Agnomakhos.
EDIT: Could also be the "same" version of Ephara since we know the gods have "solidified" somewhat in current Theros the worship of Ephara at the time of Kynaios and Tiro is what started the current version.

Given that Guardians of Meletis mentions their legend is remembered incorrectly, I think it's more like that Ephara was attached later. Their blurb doesn't mention her.

It's possible.
Agnomakhos, the Archon Tyrant. Meletians know that the area that is now their city-state was once ruled by an archon—a hooded warlord who rode a great flying beast—called Agnomakhos. Agnomakhos ruled with an iron fist for centuries, apparently immortal, outliving the generations of leonin that he used as his soldiers and personal guard. Agnomakhos aggressively expanded his empire during his reign, spreading it as far as the forests to the north and the mountains to the east, imposing merciless order over the wilds wherever he went.
The legend goes that the god Ephara granted magic to the humans to help them overthrow Agnomakhos, cast out the leonin, and free Meletis from tyranny. The humans who were victorious over Agnomakhos founded the enlightened polis of Meletis from the wreckage of Agnomakhos's empire. To this day, the leonin remain detached from Meletis and uninterested in trade or dialogue.
Although the Leonin whom Agnomakhos used as his army still resent the gods to this day, as well as most of humanity and Meletis itself. So was it the kings defeating them, the gods assisting the kings, or both, that lead to this situation? It's possible Ephara was given credit for what the kings accomplished alone, or with her assistance. If indeed Agnomakhos was immortal I can imagine god magic would have been needed to slay him in the end. It's pretty neat how Theros is like real Greek myth in that its a convoluted pool of truths mutated by oral tradition.
Does it ever say Agnomakhos was killed? Or just that he was dethroned. There are lots of stories in greek mythology about titans and giants and Gaea trying to overthrow the gods, a cool storyline down the road might be the archons trying to reclaim their lost power. It would create an interesting dynamic with the Gatewatch since they certainly aren't fans of the gods but probably wouldn't agree with the heavy handed approach to order seemingly favored by archons.

I don't think the archons are strictly anti-god per se as much as anti-humanity, since some appear to be associated with Heliod.
