Elesh Norn is indeed New Phyrexia's ruler as far as we can tell, since she murdered Sheoldred and Urabrask. However, Creative is being frustratingly vague about this. I though Atraxa might had clarified things a bit, but they decided to make her yet another corrupted angel from the war days.
It was said she annexed their regions, not that she murdered them.
And even that was not a direct info, but just something that Elspeth and Koth thought was going on from the limited info they had.

There was a brief time after Karn left that I thought the resistance had a chance. The praetors were squabbling among themselves for supremacy. But they all began to despise the interloper, Tezzeret. Although the resistance had limited access to information, we believed Elesh Norn had dominated Urabrask's and Sheoldreds' domains.

At this point, I'm assuming everything we think we know about New Phyrexia (outside of what was actually established on cards in New Phyrexia) will be proven inaccurate when we finally get a "Return to New Phyrexia" block. The conflict between the five Praetors was easily one of the most interesting things about the setting, and like the Guilds of Ravnica being overthrown and then re-established because they were the most iconic part of the setting, I am willing to bet that we will find the five back in power when the story returns to that setting.
As a side note, I do wonder if developmental concerns about the Infect mechanic have delayed a return to New Phyrexia, or if it is merely a matter of wanting the Guildpact to be more established before they run up against New Phyrexia. (Also, there is an argument that Elspeth should be a part of the resolution to the New Phyrexia storyline, given her origins; that could suggest we will be returning to Theros before New Phyrexia.)
To tie this back to the topic, I was also really hoping for a story about Atraxa, but I'm wondering if Wizards didn't want to commit to establishing anything about the current state of New Phyrexia that they might have to change later.
They could at least give a story to some of the brand new legendary characters... Like Tana, the Bloodsower, they introduced her as a female Mowgli rised by saprolings. Nothing else, nothing interesting about her. Not even saying which is her own plane!
Or Atraxa, Praetors' Voice was introduced as a character that could very well use a back story... A spooky one at that, perfect for halloween season. Danm, I would really dig into a story of an angel capable of single-handedly keeping at bay a phyrexian army getting captured and compleated. Instead it all boiled down to "she was good, now she is not".
Not getting any story on the new legendaries was disappointing. Not getting a new story AT ALL is even more so.
I was itching for an Atraxa story because: 1) New Phyrexia update, maybe; and 2) How did four praetors get together to work on an angel that has almost no resemblance to any praetor but Elesh?
I really needed that explained. It seemed to me from what I could glean that Elesh rose to the top to lead New Phyrexia. The Danes or whatever they were called of Black were infighting, so doubtful Sheoldred rose to rule. Gitaxias and the green praetor whose name escapes me also didn't appear to be ruling the plane. So if Elesh thinks everything has to be sutured into the machine orthodoxy, and she rose to the top, why would she invite 'lesser' beings to give input on one creation, that looked white and enamel-plated in the end anyway?
And now I have been robbed of an explanation!
I don't know, I see the aesthetics of each of the praetors in her (white is dominant though, that's true): Look at her wings. Their outer parts are chrome (Jins influence), their inner parts are dark and slightly oily looking (Sheoldred) and her form, including her tail makes her look more bestial (Vorinclex, although I can't see any copper on her sadly). Norn is currently the dominating Praetor (with Jin and Vorinclex working with her and Urabrask and Sheoldred being dominated by her). I believe the creation of Atraxa happened before she conquered the black and red parts of New Phyrexia.
Also disappointed by the lack of C16 stories, especially as regards the enigmatic Atraxa, Praetors' Voice. Based on Mark Rosewater's post on October 20th, we may see her again:

"The major villain in Shadows over Innistrad was Nahiri, and barring a tiny teaser in a Commander product, who was a new villain."
On a very different note, I have a Theros timeline question. The bio for Kynaios and Tiro says: "The polis of Meletis was founded ... as a beacon of freedom and enlightenment, and its people chose Kynaios and Tiro to be its guardians." However, the story "Ajani, Mentor of Heroes" says: "It was Meletis that had enslaved the leonin, long ago." Did Meletis enslave the leonin after the time of Kynaios and Tiro?

However, the story "Ajani, Mentor of Heroes" says: "It was Meletis that had enslaved the leonin, long ago." Did Meletis enslave the leonin after the time of Kynaios and Tiro?
The Leonin and Meltis have bad blood, the Leonin use to be the army of an archon that ruled where Meletis is now built. Kynaios and Tiro (with maybe help from Ephara) defeated the archon and than drove out the leonin. The Ajani story is the only time I believe we hear anything bout them being enslaved.

Where are you finding information on Kynaios and Tiro driving out the leonin? I didn't realize that Agnomakhos (the archon) made the leonin his army, thank you for that info! Based on the description here, I'm inferring that the leonin were enslaved by Agnomakhos with human Meletians as overseers:
"There was a time, centuries ago, when the leonin worshipped the same gods as their human counterparts, but after the era of the tyrannical archon Agnomakhos, the leonin rejected all human ways in a bitter backlash that has defined their role on Theros ever since."
However, I can't find any information on how the overthrow of Agnomakhos affected the leonin.

So this is super late but does anyone know if Saskia the Unyielding is supposed to be from the same plane as Oloro, Ageless Ascetic? They seem to have a look and feel going on in terms of clothing and environment.
