How many? Whom? "Now" when? Did they arrive before or after the sealing of the new Guildpact? With or without the involvement of magical megabeaurocracy? Care to discuss?

Jace, Ral Zarek, Gideon Jura, Domri Rade, Vraska, and Liliana Vess
They have been coming and going from before the Guildpact to the current. With the first 5 mentioned showing up before and after and Lily only showing up after.
With two affiliated to a guild and another the guildpact himself, one known to the guildpact and another unknown, and finally one trying to subvert the guildpact while unguilded we cover every spectrum.
Though we don't know if Domri has gone back so maybe only 5 not 6. But we also don't know if other walkers are present and just unknown.
Don't forget our dear friend Dack Fayden. He likes to hang around Ravnica.

I'm convinced. Then again, it's a running theme that if people are able to function, it's because a healthy measure of Azorious law goes unenforced. I have an agenda in the form of a plot idea that becomes much more interesting if a planeswalker is trapped on Ravnica by the terms of the Guildpact.

It was specifically asking about walkers being able to get there after Jace became the Living Guildpact and while many have made the trip at some point only the listed ones have been there sense the maze. With Dack last being seen heading into the Theros underworld to find more plot, and none of those walkers peeking out of their respective plots recently.
Planeswalkers are not nigh immortal. Not since the mending. They also can't just disappear and reappear on another plane when threatened. For new walkers planeswalking is actually somewhat difficult and is best done in a more meditative state. Jace is no more protected being a walker than any random street urchin. Also being a walker had nothing to do with his being chosen as the Guildpact. He solved the Implicit Maze via a peaceful, unifying solution just as the rest of the guild champions were in the verge of bedlam. Had any of the others done so they would have, by all logic we have, been made the Guildpact.
Also: the only thing currently bothering planeswalkers in Ravnica is Niv and his project Lightning Bug... or Firefly... or whatever it was called. And in that one story, which is post-maze, we see walkers come or go at least twice if my memory serves. Nothing about tthe guildpact I currently affecting the comings and goings of walkers.
OH! And then there was Limits where Gideon went back and forth between Zendikar and Ravnica several times over a span of a few days. Soooo let's just put that to res .

I see where you're coming from.
Other people have already followed up for me, so I won't bother with that, but there are plenty of 'hooks' that can trap people on a plane, if that's what you're looking for.
It's worth noting that the new guildpact exists independent of Jace's presence on the place. If you check out the storyline resources thread, Teysa uses guildpact law magic while Jace is away (or at least she mentions that she's noticed he's away).
Edit: Also, I apologize, I didn't mean to drive-by you. My time on the site has been limited lately so I probably came off way more brusquely than intended. That was a good thought.
I think Xenphire might be on to something though. What if Jace's absence causes some major problems so when he finally gets back he becomes an outcast. He hears about Chandra reconnecting with her homeplane and decides to search out for where he was originally from, and that would bring us to the Vryn set/block

Whaaaat. The Living Guildpact being away from Ravnica for extended periods might have consequences? Lol, Jace spends all that time and effort becoming the Guildpact only to nearly immediately leave and stay away for extended periods.

The Rakdos just sending visitors whenever the hell they want.
The Selesnya sending him potted plants they use to spy on his location.
The Gruul just knocking over his flat twice a week.
The Orzhov just bribing him to stay.
The Golgari coercing little insects and fungi to infest his house.
The Simic putting watch-krases on every street corner, genetically designed to track him.
The Dimir just asking, but in that sinister way that implies they know where he's leaving too.
