Except you don't flesh out a character, like Baral, inside Pia's narrative. Point of View frames a lot of things, and regardless what rationalization, sad backstory, well intentioned extremist position you have for Baral, to Pia he is the monster that took her husband and daughter from her. His being a monster in that narrative is the right call because the entire exchange with Baral was about Pia and her story, not his.
When we get a narrative from Baral, or possibly Dovin, or maybe even Tezzy's position do we get to flesh Baral out in a less skewed light.
Also he doesn't need to have a practical reason to torture the mother of 'that girl who set his everything on fire.' Some people take being set on fire very personally and misplace that aggression to people that remind them of the source of their being set on fire problems.

So... Chandra and Nissa get captured in their attempt to rescue Pia, Tezz and Pia have a duel (presumably Tezz either wins or the Gatewatch showing up stop him), and then he asserts some kind of governmental power?
My guess: Chandra and Nissa get captured, Baral probably taunts Chandra about Pia being forced to fight Tezzeret (much like he did to Pia with Chandr's execution), Ajani busts them out, Chandra runs off to intervene while Nissa and Ajani go get help (presumably Liliana comes back at some point and tells Chandra and/or Nissa how powerful Tezzeret is before leaving Kaladesh, or Ajani has had off-screen dealings with him and is able to fill that role). Chandra tries to fight Tezzeret and is getting her ass kicked, then the rest of the Gatewatch (and Ajani) crash the fight and Tezz flees (either immediately or after putting up a fight) because this was not at all what he signed up for, and uses his authority to try to get his hands on as many useful tools and inventions as he can before he has to leave the plane…and that forced confiscation causes the Consulate-renegade conflict to boil over into the general populace, triggering a full-on revolt.
...although that would mean Tezzeret probably should have been in the first set, since he wouldn't be around for the second and there's no obvious Black 'walker to fill his spot in the block...hm. Maybe he's not trying to run, but to acquire more weaponry to fight the Gatewatch with? I dunno.

Judging by the art on Dramatic Reversal. I am going to assume that Jace and the rest of the Gatewatch jump into save Pia. It looks like the same Arena. The coup is obviously going to be the event that sparks the event that leads to Aether Revolt.
Though I am curious to know what Tezzerat's plan is and how the 2 Kaladeshi Planeswalkers(Dovin Baan and Saheeli Rai) react to his coup. Particularly Dovin Baan, as he is part of the consulate, and despite being a bureaucrat, he does seem to care about the people.
Also has Saheeli Rai interacted with the gatewatch yet?

In real life society there are instances of a police officer killing someone and the rest of his precinct covering for him. Assuming that Baral and his soldiers already worked for a shadier consul like Kambal. It is perfectly reasonable that they'd go along w/ his massacre/cover up. As for the public execution, as far as the rest of Kaladesh knows, Chandra murdered an entire village. under those circumstances why wouldn't Baral be allowed to kill her? Especially if he has Kambal and Gonti to speed along the legal process and cover a few loopholes. Point is, I believe the consulate as a whole is likely a good system full of good people who genuinely believe in its ideals (Padeem, Dovin Baan, Saheeli etc). However,corrupt aspects (Kambal, Tezzeret) exist in the consuls just as they exist in many real world governments and they allow corrupt officials (Baral) to operate as their enforcers. Baral is a perfectly realistic character and great villain, and I suspect the problems w/ the consulate are not the system itself, but rather the corrupt portions of it.

I think it's really too soon to say that. We don't know whether she has a bigger part in the story in Aether Revolt for example. For me the obvious link would be: She couldn't resist helping her friend in building the teleportation device, knowing that it could lead through the blind eternities (and thus being dangerous) - Tezzeret confiscates all inovations of the fair, including this device - she feels guilty and tries to get it (and the other inventions) back and becomes part of the revolt. And even if that is not the case: Arlinn will have a role to play later on (most probably in Innistrad 3) and maybe the same is true for her. Not every character introduced needs to be part of the main story. Remember Tamiyos first introduction? A few sentences about her studying the moon with Jenrik... that was it. Saheeli already played a much larger role in the story than that.

We also need to remember how planeswalkers are used is a popularity contest. Why is Gideon, Jace, Chandra and Liliana the faces of their colors? They where the most popular. Tamiyo was popular, so the put her in the SoI storyline and pushed her into 3 colors so they could give her a card. And this trend isn't old, since Innistrad block we gotten tons of new walkers with little story to them (Tibalt, Tamiyo, Domi, Vraska, Ashiok, Kiora) and then brought back if players liked them (Tamiyo, Kiora and somewhat Vraska). And as you pointed out Chris, Saheeli and Arlinn already had a lot more story and character development compared to most of the walkers I just listed above when they where introduced.

Tamiyo wasn't the face of the set though, and wasn't introduced so long in advance of the release. There wasn't really that much time for people to build up expectations of her or her role in the story, only to find out (be told) that she didn't really matter. If what MaRo posted had been (or turns out to be) accurate, then we've had months to speculate about Saheeli and her involvement in the Kaladesh storyline, only for her to be a bit part. Likewise it would lead one to wonder.. If she wasn't central to the story, then why on earth was she the face of the set?

She's an artificer, which already beats out a whole lot of others, and she's in my favorite colors.

So, it seems like with Pia about to be put into gladiatorial deathmatch against Tezz, and that Jace shows up to interrupt something, I kinda suspect the following:
- Chandra, Nissa and Lili makes a plan to free Pia
- Baral gets wind of Chandra, so lures the three into trap that somehow Lili manages to escape from (maybe because they split and Lili goes to see Tezz, which leads her to the arena)
- Ajani saves Chandra & Nissa, and then they go to the arena to stop Tezz
- Something happens, and then Gids and Jace show up, having been following Nissa all along

I wonder if he's attempting to instigate the Aether Revolt. Trying to publicly execute Renegade Prime, shutting down the Fair, and confiscating inventions should sow more than enough discord for him to carry out whatever secret plans he (and Bolas?) concocted behind the scenes. He would've gotten away with it, too, if those Meddling Kids / Gatewatch and their pet cat hadn't shown up.
Hmmm... that kinda makes sense. Send Kaladesh into disarray, then pick up the pieces. Possible....

Usually the first set doesn't tell us too much about the next set. We were still debating over Emrakul/Marit Lage/Sea God at this point during SOI (since all we got was Anguished Unmaking and a whole lot of madness). BFZ did give us hints of Kozilek, but it was also vague enough that it was possible Kozilek left the plane as well.
I think a major crux is whether Tezzeret knows the existence of the Gatewatch... there's a good chance he's attempting to use them to defeat/cripple Bolas so that he can finally wriggle his way out of the Elder Dragon's control. We're not entirely sure yet if he's on Kaladesh on his own or under orders (I'm inclined to believe the later, but Bolas has been quite the careless dragon post-mending, so I'm not too sure of his surveillance plans at the moment and whether Doctor Jest is still around). If he's there on orders, then riling the plane up also disrupts whatever long-term quiet plans Bolas might have had for the plane, which is a bonus injury to Bolas should whether Tezz succeeds or not to wriggling his way out... or at least it sounds like the kind of thing he would do.

But the card says that you can watch the fight. Tezzeret clearly planned it.
My guess is that Tezzeret is planned the match between him and Pia knowing that Chandra and her friends would do something, thus giving him an excuse to do his coup.
