Sarkhan has been known to be able to dransform into a dragon for as long as we know him, but the only card that actually does this is Sarkhan, the Dragonspeaker.
I doubt Sarkhan learned how to do that before he became a planeswalker. He was a captain that made others fight better and blasted enemies with fire. The dragon broods of tarkir are quite distinct yet his form is different from all of them, more similar to the dragons in Jund.
Scion of Ugin was originally an artifact creature but creative protested because the people of Tarkir are not supposed to be able to artificially create dragons. Add this to the pile of evidence that Sarkhan's Form of the Dragon was learned off-world.
