No, Barinellos is right. I assumed Azor was an Oldwalker, but that's not stated anywhere so it's not canon, just a very good guess.
It makes way more sense with the part you cut out.
I want to point out that this isn't factual.
Azor was not native to Ravnica, that much we know...
but we also already knew that Ravnica was a summoning dumping ground for oldwalkers.
In other words: Azor being a planeswalker is not confirmed. All we know is that Azor is not a native, but that doesn't necessarily means he was a planeswalker, as he could be just one of many creatures brought there by planeswalkers.
