Also, the statement has obvious implications on the current (or, at least, projected) stance on planar portals in the storyline.
To my knowledge, it hasn't really been addressed recently. That said, from an audience/storytelling perspective, it makes sense to me. The original planeswalkers were extremely unrelatable - basically all-powerful gods that the player wouldn't necessarily click with. Planar portals allowed more relatable characters, such as the mortal crew of the Weatherlight, to partake in plane-spanning stories that had the span of locations Wizards wanted without risking disconnect from players.
With the advent of the neowalkers, planeswalkers are characters we can relate to. Since this is the case, I'd expect that planar portals will be used far less frequently as a storytelling device, coming up when it is relevant to a specific block storyline rather than as a major plot-telling device.
Interesting that the words used imply uncertainty. "Most" instead of all, or just stating "planar portals" generally with no modifying word. "Don't seem to work" instead of "don't work". I think they'd have to at least leave the door somewhat open for planar portals to work, otherwise how would New Phyrexia expand from former-Mirrodin to other planes? I can't see them dropping back to New Phyrexia and staying there when revisiting Phyrexians generally in the future. Elesh Norn is at least somewhat aware of other planes, and will probably look to expand. That being said, why their possible portals would work better than others is something I would not know.

Sure, there is a chance of spending $4 on a booster and getting the Mythic Rare $30 super card. There is also a chance of surviving putting your tongue in a light socket.

They don't need anything so contrived. Phyrexians have already been spread across the multiverse. Same as with Mirrodin Karn has left small bits of Phyrexian oil on every plane he visits. Some will have proven more susceptible than others and Karn is currently revisiting the worlds he has visited in an attempt to purge that taint.

It is a known fact there are Phyrexians on Elspeth's native plane, whichever it is. As she's post-mending and certainly not Mirran, they are already confirmed to exist outside 'New Phyrexia'.
Weren't the new phyrexia phyrexians reverse engineering memnarchs soul traps?
As far as we know they are not up and running yet.

That's what Brady has told us happened, but then again, he's no longer working for Wizards so creative might deviate from that.
But there again, they've gone to the "phyrexian traitor" well a few too many times for it to hold any punch now.
