Isn't a charm (at least in real life) supposed to be a physical object, like a locket, lucky item, brooch, pendant, something that means a lot to a person? If so, why are they sorceries and instants instead of artifacts with one-time use abilities?
In addition, what relevance do they have to the Magic storyline? Do planeswalkers and legendary creatures use charms to help them in any way? Does Kiora use a Simic Charm, for example, to aid her or the Simic at all?

All a charm is in the storyline is a small modal spell that is cheap. Sort of a swiss army knife.
For the record too, Kiora would not use a Simic charm. She has nothing in common with the Simic in terms of Philosophy.
It's inteesting that charms, specially older ones, looked really like objects. Maybe its just how the spell manifests. Volcanic Hammer and Healing Néctar looks like objects as well.
I think their flavor is to represent a discipline of common spells in that faction.
I imagine the charm is like something you conjure with multiple potential uses. Yes, I conjured a little ball of fire. I could light up a room for a few seconds. I could scare the crap out of Gordon, the Jumpy and keep him from casting that stupid wurm thing. Or I could just whip it at those goblins that have been mooning me for three days straight (persistent little buggers).
Although I guess you could make the same argument for something like Fireball being used for similar purposes. Maybe the spell is defined by the intent?
