Through the magic of Retcon.
Essentially, they didn't think enough people knew that the Sisters were the last of their kind, so they just went ahead and... pushed it under the rug so they could put gorgons in there.
There was a lot of that going on in RtR. I'm still thoroughly unconvinced it was worth it for what they dumped on us.
One thing I noticed while reading the Ravnica novels, was that more than a few guildleaders / paruns were the last of their species:
- Niv-Mizzet is the last dragon
- Szadek is the last vampire
- Sisters were the last gorgons
- Razia was one of the few remaining angels, and IIRC, all angels, including Feather were just duplicates of Razia
In terms of retconning this, it did feel a bit cheap. However, dragons are immensely popular, and apparently people complain loudly if there are no dragons. Also, the Guildpact novel showed that more dragons were possible. As for vampires and gorgons, I guess they wanted some variety in creature types. Gorgons also had a slight overlap in Theros (Keepsake Gorgon, Hythonia the Cruel).
Ah well. RTR block was fun enough, and I think they did a fine job fleshing out the guilds, so I'm willing to give them a pass on these retcons, especially since so few of the MTG community would even notice them.
Niv-Mizzet is the last sapient dragon, there are many other beast-like dragons in Ravnica.
I just figured the last sister repopulated the whole race or that their where a few gorgons who remained hidden.

Anyways, the Amos Daragon novels posed an interesting hypothesis about how gorgons reproduce: by letting the snakes of their hairs fall off and form new gorgons. Now, Ravnica gorgons don't even have snakes in the head, just weird tentacles. Thus, easier for such a scenario to realistic occur through the magic of weird and disgusting biology.
