Ulgrotha? I looked at various cards, from Baron Sengir to Clockwork Gnomes, I find similarities in terms of symbols, mood and general feel. The spiked Omega on the ghost's sword can be a clue though.
But I know, Homelands, bad set, reputation, etc, but the flavor was good.
Magister of Worth ia more likely than not from Ravnica, but unless Conspiracy is on Ravnica (which I doubt) then there must be an explanation for why a seemingly Orzhov angel is on another plane. Either the plane has strange planar relationship with other planes, the angel wound up there due to some strange accidental planar travel, or there are admitted Planeswalkers in this set that admittedly cast spells learned from other planes.

An Orhzov angel doesn't HAVE to wear Orhzov fashion if it's not even on Ravnica for some reason. Could still just be a angel on this plane which coincidentally has *some* recognizable similarities to Ravnica for one reason or another
There is literally no reason to make it an Orzhovian angel if you are going to have it not LOOK like an Orzhovian angel. And strictly speaking, making it related to Ravnica at all without making that matter is pointless.

That's not a problem - but the thing is how it's from Ravnica but not on Ravnica. There are plenty of methods for this set to explain it. My problem here is there are only TWO Orzhov *angels* so the flavor is what seals the deal for me. What we need to clarify THIS is a couple more creatures. If none of them try to pass for examples of other familiar types of creatures, then maybe it's a coincidentally angel with what resembles a church window and a council-themed ability

It takes place in an deep past time stream, where Ravnica did not have the guilds, but rather just regular government. However, as Ravnican history tells us, before the Guildpact we there was constant wars. Conspiracy is showing us the birth of the Guildpact.
