I know this may sound crazy, but I don't see much red in boros. All I see is white. Anyone who knows anything about the colors and their characteristics would know that a guild with red in it would NEVER emphasize order. Not in a million years. And, they would never try to enforce law. In fact, they would do the opposite. Red isn't evil, but they definitely would not stand on the side of azorius. Can someone please tell me how the boros legion has any red?

Red is very much the color emotion (and not just emotions like anger, but positive emotions like passion and pride), something that when paired with white's order and community mindedness builds a sense of duty and honor and devotion to cause.
The Boros are very much the stereotypical Proud Warrior People. They fight hard and revel in victory and battle, but they do it from a very white place of duty to community and devotion to higher ideals. See Boros Recruit, Fiery Conclusion, Boros Charm, and Swift Justice for examples.
With every enemy color pair there is a push and pull between the polarities that define the colors. Look at the Simic. They have deep devotion to preserving nature and protecting life, but they come at it from a very blue place of logic and calculation. The Vigean Simic were more scientifically minded that the new Simic, but the new Simic are still cold in their application of their "improvements". See Forced Adaptation, Urban Evolution, and Rapid Hybridization for examples.
Back in RAV block, the governmental breakdown went like this:
The Azorius write the laws. They have lawmages who do some enforcement at a "federal level". The real-world analog would be Congress and the FBI.
The Boros are the main military force, but the League of Wojek (a subset of the Boros) also handle street-level law enforcement. The real-world analog would be the local police force (beat cops, detectives, etc), but also the army.
The Orzhov exploit the laws under the veneer of religion and serve as advocates in the courts. The real-world analog would be lawyers and Scientologists.
The Selesyna also have a law-enforcement branch as well--the ledev, the wolf-riders who patrol the streets of Ravnica defending the routes of commerce. The real-world analog would be the Highway Patrol.
Things got a little blurry in RTR block because of the increased competition between the guilds in the absence of a Guildpact, but the same general structures were present.
But still, here's what wizards.com said: The Boros believe passionately in law; to them it is the structure by which society functions and the road map for the community’s health and safety. Anything that violates the letter of the law, threatens the spirit of the law, or obstructs the enforcement of the law is considered an enemy of the Boros Legion. I see the mirror opposite of red in that.
Red is not about anarchy, chaos, or a lack of order. They are about freedom.
In this case, it manifests as a freedom to pursue justice as they see fit and make sure others do not impinge on the freedom of innocents at the expense of others.
Also, even if they make their own laws to enforce, they are still for order and law.
And also that makes them RW. Your forgetting that the guilds represent two colors guilds. Each guild is a mix and at point compromise of those colors ideas. Boros are W in the way they want order and jutice, but R in how they keep the law.

Except that the Boros don't have much luxury for freedom in terms of expressing individual justice, given their brutal ranks system.
At any rate, they're defenitely more Red in RTR, since now they're basically vigilante mercenaries.
Red isn't about being aggressive. It's about freedom. And that includes freedom from order. Boros, even in RtR, still has a rigid order to them. Red may not be anarchical, but they are not for discipline and order.
Massive Raid looks like strict order to you? Collateral damage is not something the Boros take into account. Their idea of freedom is to be free to enact justice as they see fit.
Anyway, chaos is red, but red isn't chaos. Chaos is part of red. That doesn't mean that everything red exemplifies and pursues chaos. The colour pie is much deeper than you give it credit for (it's simplified in a lot of Wizards' content too).
Red is also just the color and magic of intense, often wild emotion. That emotion can be chaos, and it can also be rage, anger, but also passion, intense fiery passion such as the Boros have.
I think there's a naive view on what which color is here. It's because some cards are red aligned doesn't mean they can't attain to any form of law or structure.

i thinkl the difference between azorius ("blue" justice) and boros ("red" justice) is something like this:
azorius arrester caughts you. he doesn't care about you, he now knows you as "prisoner number 24601" arrested for "breaking law n. 784 comma n 321.c". you will go in stasis chamber for 3 years. when the arrester brings you to the judges, he feels normal because he's simply doing his work
boros soldier caughts you. he hates you because you are making ravnica a worse place with your crimes and give you punch in the face. then give you another, because you were to resistent. then proceed to insult you and beat you again because you are moving too slow. when he brings you too the judges, he feels happy, satisfied and strong because he's doing his mission: making ravnica a better place. feels red to me

I keep trying to work up the impetus to do a Ravnican version of Le Mis featuring the Gateless movement failing MISERABLY, but... that is a LOT of work for no real reward.

The Boros measure justice based on the actions of the individual.
In the first Ravnica book Kos didn't arrest a little homeless girl for stealing bread despite it being illegal because she was just trying to survive.
An Azorius character would have her locked up and charged to the fullest extent of the law.
That is where the red comes in. They decide the punishment or if one is needed at all based on how they feel about it even if the law states otherwise. Angelic Edict's flavor text sums it up nicely.

To me, Red is more about mob rule so more cards like No Quarter or Hand to Hand. Most of the times they impose something (think Enchant World type cards) it's either incredibly whacky or something to stop people doing tricky things (Stranglehold)

I will always firmly stand by the belief that Magic is a game first and a collectable second.
If that happens to coincide with the law, so be it, but they frequently have quarrels with the Azorius about what to enforce and how.
They're red because they're zealous and passionate and prone to excessive violence.
An Azorius arrester would detain you.
A Boros arrester would break your shins.
Boros are white means executed in a red way.
