Extremely unlikely.
There are mounds of evidence that points towards Ashiok being an entirely new planeswalker (meant to hint towards an India/Hindu flavored plane), most specifically its name (which is Indian) and its clothing (which are heavily influenced by Indian culture). And last I checked, Otaria wasn't based on Indian culture

Well, clothing is kinda important for walkers, at least from a brand perspective. There's a reason why even redesigned walkers are generally in line with the previous iteration. See Liliana and Elspeth.
So Ashiok's clothing is almost assuredly not a coincidence, nor something the artist would get to design on a whim.
From what I understand from speaking with other artists in the past, they actually are given a great deal of freedom in designing the walker. I'm sure Jeremy Jarvis wouldn't hesitate to send it back with notes, but Aleksi, Eric, and Peter have all spoken about how much freedom they were afforded.
It's about the only thing they were at liberty to discuss.

Card advantage is not the same thing as card draw. Something for 2B cannot be strictly worse than something for BBB or 3BB. If you're taking out Swords to Plowshares for Plummet, you're a fool. Stop doing these things!

Though I think WotC has started introducing walkers and not giving them much backstory to see if players like them first. If they don't they get no story. If they do, they get story the second time round.
And Ashiok already feels like a better UB walker then Tezzeret ever did (ability wise).

Not to mention that *if* Chainer against all sense of logic had ascended with the help of the Mirari (and we have nothing pointing towards this, at all), he'd likely be dead of old age by now.
That only applies to the first iteration. Once the walker is out, it's locked to a specific style and you have to follow it. I know, I've been on the receiving end of PW style corrections quite recently.
Well, that is why I used the term designing. Also iiiiiiiiinteresting.
I mean given that so many different people work on the same character, having a strong visual theme that can be reproduced across different styles is essential. It's been this way in the comic industry for ages and walkers are essentially the x-men of Magic.

Nissa was in the Zendikar block novel. That's not nothing. (At least, it's not nothing quantity-wise. Quality-wise, though...)

It's not really feasible to have walkers show up on a consistent basis because there's only so much room for story and advancement that one setting can provide.
It might be a better model to 'focus' on a particular character or narrative arc at a time, but that often requires a consistent setting for more than one block at a time, and that's not something R&D wants to do for a number of reasons.
